This is from Wikileaks. This is why I find it unlikely that Pakistani intelligence was behind the 26/11 Mumbai terror attacks.
When someone is going to commit a jihadist attack they don’t usually warn Mossad about it.
Don’t get me wrong, there’s a lot to criticize Pakistan for when it comes to this, but I don’t think ISI directly plans attacks like this.
I think what’s going on is for decades they operated under a flawed security assumption that they could ignore cross border terror groups that operated in Afghanistan and India because they would help fix their lack of strategic depth. Which was a terrible idea.
To me, it looks like what happened in Mumbai is that ISI discovered there was a plot that terrorists in their country were going to attack the citizens of two nuclear armed states, and they went “Oh Shit” and tried to warn Mossad and R&AW but none of them managed to stop the terrorists in time.
Pak ISI chief was in direct contact with Israeli officials to warn them about potential terrorist threats against Israeli targets in India.

It is hilarious to imagine when paks think that anyone in General Musharraf’s position after 9/11 could have handled it differently. Most Pak politicians at the time, with the exception of Benazir Bhutto, were mediocre, low level intellectual dwarfs who lacked global appeal,
aura, basic communication skills and harboured pro Taliban sentiments, and were deeply extremist. It was only after the War on Terror that right wing politicians shifted towards the center because the domestic and international space for pro jihadist views shrank.
