As of yesterday, that investigation has officially been closed, and the SEC is taking no enforcement action

A bitcoin metaprotocol is a specification on how to interpret state changes recorded in bitcoin transactions. Ordinals specifies how to store bytes in witness data. Runes specifies how to store bytes in OP_RETURN. Then index the data and surface RPC endpoints to read it.
