NIVEL 1: como te dejaron tarifas y dólar atrasado, déficit fiscal monstruoso y riesgo a 2000, tenés que hacer un ajuste impopular (fiscal y de precios relativos) el primer año.
NIVEL 2: el ajuste tiene que ser suficientemente rápido como para que el segundo año pueda ser razonablemente bueno, de otro modo perdiste la intermedia y chau picho. Y suficientemente intenso como para que los mercados no te jueguen en contra en ese decisivo año de intermedias.
NIVEL 3. entre noviembre del año 2 y abril del año 4 (año y monedas) debe haber mejoras persistentes en el nivel de actividad, pero sin crisis cambiarias ni rebrotes inflacionarios, para evitar que el fantasma de la vuelta del populismo empiece a afectar los mercados y el nivel de actividad, lo que a su vez baja chances electorales y recrudece las incertidumbres.
