😷Why People Tune Out COVID Warnings - and What Actually Works Based on Research The Extended Parallel Process Model (EPPM) is the predominant framework for understanding how people process health-risk information. It holds that responses to a health threat hinge on two appraisals: a threat appraisal (how severe and how likely the threat seems) and an efficacy appraisal (whether an effective response exists and whether the person believes they can carry it out). When a threat is perceived as serious, fear is induced - but what happens next depends entirely on efficacy. When both threat and efficacy are high, people engage in proactive protective action. When threat is high but efficacy is low, fear does not produce caution; it triggers what the model calls fear control - defensive avoidance, denial, and, notably, retaliation against the messenger. This is why people so often shut down or push back when they receive warnings without solutions. In one study, the path from threat to fear to compliance was significant only under high efficacy (effect = 0.241, 95% CI 0.117–0.384); under low efficacy it collapsed to non-significance (0.030, CI βˆ’0.093 to 0.150). The same research found that low efficacy does not merely lead to defensive avoidance - it can manifest externally as health discrimination against victims, with stigmatization serving as a maladaptive "fear control" mechanism. In other words, a warning delivered without a viable course of action doesn't just fail to persuade; it can actively turn people against the very individuals the warning is meant to protect. The practical implication is that efficacy is the key lever. The consensus in recent literature is that targeting response efficacy is a key strategy for motivating protective behavior, and that fear appeals successfully motivate action only when paired with messaging that fosters a sense of agency and collective responsibility. This is reflected in the campaigns that worked at scale, which were named around agency - "We Can Do This," "Risk Less. Do More." - rather than around the threat itself. Message testing has likewise found that learning about Long Covid and watching videos of real people living with it increases concern about Long Covid and may increase motivation to protect oneself. The takeaway is not to warn harder, but to pair every warning with a concrete, actionable response - a well-fitting respirator, for example - because a lever is what turns fear into caution. Pope Leo's tweet this morning is profound. Whole books on spirituality have been written on this concept, like St. Francis de Sales "Introduction to the Devout Life" and Brother Lawrence's "The Practice of the Presence of God" (which the Holy Father admires) but the Pope sums it up perfectly. "There exists a martyrdom of those who offer their lives in a single moment, and the more hidden martyrdom of those who give their lives day after day. This is exactly what all Christians are called to do: to give our lives with love, every day. "Our age needs men and women who have the courage to do good even when it comes at a cost. Draw close to those who are alone, support those who are weary, and seek out those who have drifted away. Have the courage to forgive, to begin again, and to engage in dialogue.
