American identity requires an enemy.
Not always the same enemy.
The enemy changes.
"Soviet communism." "Islamic terrorism." "Chinese authoritarianism." "Russian aggression." "Cuban socialism." "Iranian theocracy."
The specific content is almost secondary.
What matters is that there is always a "them" against whom the "we" is defined.
Because without the threat, without the enemy who must be contained, without the dark force against which American power is exercised:
The question becomes: what is all of this for?
The military budget.
The 800 bases across eighty countries.
The carrier groups.
The intelligence apparatus.
The weapons sales.
The sanctions regimes.
If there is no existential enemy, these things require justification on their own terms.
And on their own terms, they are very difficult to justify to a domestic population that might prefer hospitals and housing.
The enemy is not just a foreign policy question.
The enemy is a domestic psychological necessity.
It is the reason the story makes sense.
Without it, the citizens might start asking what the story is actually about.

They keep telling you to look for the puppet master.
The single villain. The smoke-filled room. The man behind the curtain.
There is no man behind the curtain.
That's the point.
The American deep network doesn't need a director because it was built to run on aligned incentives, not on orders.
The defense contractor doesn't call the senator.
The contractor funds the senator's campaign, funds the think tank that produces the senator's policy, funds the consultancy that employs the senator's staff, and then waits.
The senator, entirely on their own initiative, reaches the correct conclusion.
No conspiracy required.
Just architecture.
