When evaluating professional development, we often focus on a single question:
๐ Does it work?
But educational decision-making requires a broader perspective.
A programme may be highly effective but difficult to scale. Another may be affordable and scalable but have limited impact. Others may work well for some participants while leaving others behind.
That is why the EffecTive project promotes a broader approach to evaluating teacher professional development by considering four key dimensions:
โ
Effectiveness
โ
Efficiency
โ
Scalability
โ
Inclusion
Considering these dimensions together can support more informed and sustainable decisions about teacher professional development.
๐ฌ Which dimension do you think is most often overlooked in educational decision-making?

โHow can we design teacher professional development that is not only effective, but also scalable, inclusive, and sustainable?
project-effective.eu
As part of the EffecTive project, we recently brought together teacher trainers and training coordinators to explore teacher professional development through the lens of a Cost-Benefit Framework (CBF).
Participants reflected on their own training programmes and discussed key questions:
โ
What benefits do we expect from professional development?
โ
How much time and effort are required to achieve them?
โ
Can programmes be scaled without losing quality?
โ
How can inclusion and accessibility be ensured?
One key takeaway from the workshop was that decisions about teacher professional development should not be based on effectiveness alone. Considering efficiency, scalability, and inclusion helps create a more comprehensive picture of programme value and sustainability.
๐ฌ What factors do you consider most important when evaluating professional development programmes?

๐ฏ Lessons Learned: What We Learned and Whatโs Next
What makes teacher training truly effective? Itโs not about finding one perfect method โ itโs about finding the right fit.๐ก๐ฉโ๐ซ
The EffecTive Work-Package 2.2 findings highlight a few important lessons:
๐น One size does not fit all. Effective professional development depends on the alignment between instructional design, context and teachersโ opportunities to engage meaningfully.
๐น Context matters. Pre-service and in-service teachers have different needs, while whole-school approaches require strong organisational support.
๐น More isnโt always better. Training needs to respect teachersโ limited time, cognitive capacity and organisational resources.
๐น Cost goes beyond money. Time and effort are also part of the equation โ and they need to be proportionate to the value of the training.
These insights provide an empirical foundation for the next stage of the EffecTive project, including work on outcomes and policy recommendations. ๐๐

๐ฏ The Art of Alignment: Finding the Right Fit
There is no โone-size-fits-allโ approach to teacher training โ and our findings make that clear.
Through the EffecTive project, we explored how training design needs to adapt to teachersโ needs, contexts, experience and available resources. ๐ฉโ๐ซ๐ก
๐น Self-Regulated Learning (SRL) works best when embedded in practical tasks, not simply taught as theory.
๐น Context matters: pre-service and in-service teachers have very different needs and constraints.
๐น More complexity doesnโt always mean better learning. Teachers have limited cognitive, temporal and organisational capacity.
๐น The most effective approach is not about choosing one โperfectโ method, but about creating the right combination of methods that is meaningful, manageable and connected to real classroom practice.
Because effective teacher training isnโt about making things more complicated โ itโs about making them fit. ๐โจ

๐ The Verdict Is In!
What did teachers really think about the training methods? ๐ฉโ๐ซ๐ก
Our Kirkpatrick Level 1 Evaluation gives us some clear insights:
โจ High satisfaction and perceived quality across different contexts
๐ฏ Teachers found the trainings relevant and useful, regardless of the format
๐ง But thereโs an important lesson: complexity and poor coordination can create unnecessary cognitive load
๐ The real success wasnโt about finding one โbest methodโ โ it was about designing the right combination of methods to make learning meaningful, manageable and connected to practice.
So, what does this tell us about effective teacher training?
๐ There is no one-size-fits-all solution.

๐๐ก How can we make better evidence-informed decisions about teacher professional development for pedagogical digital competence?
This important question was at the heart of our recent workshop hosted at the Austrian Federal Ministry of Education, where we had the pleasure of engaging with Ministry representatives and Vice Rectors of Austrian teacher education institutions. ๐ฆ๐น
Together, we:
๐น Explored research findings on effective teacher professional development
๐น Discussed the role of social-situated learning in transferring knowledge into classroom practice
๐น Examined the evaluation of a training programme through our Cost-Benefit Framework (CBF)
A key highlight of the workshop was the interactive demonstration of the CBF App, where participants applied the framework to their own contexts and reflected on its potential to support evidence-informed decision-making. ๐
A big thank you to all participants for the insightful discussions, active engagement, and valuable feedback, which will help us further refine and strengthen the framework. ๐ค

๐ข What really makes teacher training effective in digital education? ๐ป๐
Within the EffecTive Project, more than 30 pilot and intervention training cases were implemented across Europe, engaging around 1,000 teachers in diverse educational contexts ๐๐ฉโ๐ซ๐จโ๐ซ
This large-scale intervention phase, led by our colleague Tina Seufert, allowed us to explore not only different training approaches, but also how teachers actually experienced them in practice and what truly creates meaningful impact.
๐ก One key insight emerged clearly:
There is no single โbestโ training method. Effectiveness depends on alignment between:
โ๏ธ Participantsโ needs
โ๏ธ Learning processes
โ๏ธ Real classroom contexts
So, what made the biggest difference? ๐
๐น Clear and relevant learning experiences
๐น Structured support in more complex training designs
๐น Purposeful collaboration and exchange
๐น Flexibility for different teacher needs
๐น Practical transfer into everyday teaching practice
๐ฏ Main takeaway:
Effective professional development in pedagogical digital competence is not about following one perfect model itโs about creating coherent, context-sensitive, and realistic learning experiences that balance structure, authenticity, and feasibility.

๐ What does the evidence say about training teachers for digital competence? ๐ฉโ๐ซ๐ป
Our umbrella review brings together findings from multiple systematic reviews and meta-analyses on teacher training for pedagogical digital competence (PDC) covering not only TPACK, but also attitudes, motivation, and situation-specific skills.
โจ What works in practice?
Across studies, the most effective training approaches consistently included:
๐น Reflection
๐น Hands-on learning
๐น Lesson planning & rehearsal
Combining practices such as reflection and mentoring appears to strengthen teachersโ confidence and practical skills ๐ค
๐ What outcomes are reported?
โ๏ธ Consistent improvements in TPACK
โ๏ธ Longer, blended, and collaborative formats show stronger results
โ๏ธ More intentional technology use and student-centred learning practices
โ ๏ธ At the same time, technological knowledge remains one of the most challenging areas to develop.
๐จโ๐ And what about students?
Evidence is still limited, but some studies point to increased engagement and gains in reading and mathematics.

๐ข What really makes teacher training effective in developing pedagogical digital competence?
Across the EffecTive project, we designed and implemented more than 30 pilot and intervention training cases involving around 1000 teachers across partner institutions ๐๐ฉโ๐ซ๐จโ๐ซ
This large-scale effort allowed us to refine, test, and compare different approaches to teacher professional development in pedagogical digital competence (PDC). But beyond the data and results, we also wanted to understand the experiences behind the numbers.
So we asked our partners:
๐ฌ โWhat surprised you most about what makes teacher training effective?โ
Here are some of their insights๐
๐ฉ๐ช University of Augsburg
Increasing training complexity did not automatically lead to stronger outcomes. Instead, individual factors such as prior competence and self-regulated learning played a bigger role than expected.
๐ฆ๐น University for Continuing Education Krems
Sometimes, digital competences can be taught more effectively in an analogue way first โ๏ธ Before using computers, practicing โcomputational thinkingโ by hand helped strengthen understanding.
๐ฉ๐ช University of Ulm
While digital competences improved across all training methods, situated learning approaches proved especially beneficial for teachers with strong self-regulated learning skills.
โจ Effective teacher training is not only about technology itself, but also about reflection, adaptability, and understanding how teachers learn best.

Spotlight: Estonia ๐ช๐ช | Educational Technology & Digital Competence
๐ข Does more practice always lead to more effective teacher training?
In Estonia, we applied our Cost-Benefit Framework to compare two training models for kindergarten teachers:
๐น Knowledge Instruction + Collaborative Design (KI+CD)
๐น KI+CD + Situated Learning (real classroom application)
๐ก What did we find?
The practice-integrated model (KI+CD+SL):
โ
Increased teacher satisfaction
โ
Strengthened digital competence
โ
Boosted self-efficacy
โ๏ธ The trade-off?
More impact, but also more time, effort, and resources required.
๐ Key insight:
Training design alone isnโt enough. Teachers with stronger self-regulated learning (SRL) skills benefited more across both models.
๐ Effective training depends not just on how we teach, but who is learning.

Can collaborative learning make teacher training both more effective and more efficient? ๐ค๐
๐ Spotlight โ Israel case study
Fully online training for pre-service teachers on Self-Regulated Learning (SRL) & Gen-AI chatbots ๐ฎ๐ฑ๐ค
Using our CostโBenefit Framework, we compared two course designs:
๐ Knowledge Instruction vs. Knowledge Instruction + Collaborative Design
๐ก Key findings:
While both formats required similar technological resources, the collaborative design approach delivered clear advantages:
โ Reduced facilitation workload (less grading time) โฑ๏ธ
โ Improved academic performance ๐
โ Stronger peer-to-peer interaction ๐ฌ
โ Higher intention to use Gen-AI tools in future teaching practice
โ๏ธ Why this matters:
More complex training doesnโt automatically mean higher costs. In this case, adding collaboration improved outcomes while also increasing efficiency.
๐ The takeaway: thoughtful design choices can create win-win solutions for teacher training.
