I believe President Trump is confirming what many of us have believed all along, the original Elon Musk has been Gitmo'd and his assets have been turned over the U.S. Treasury and are now being distributed under the guise of contributing to the economic success of America.
In other words, Elon made a deal and gave up all his wealth and turned it over to the U.S. Treasury in order to live the rest of his life in Guantanamo Bay and avoiding the death penalty.
