I don't think Burnham's GB Grid will make much difference to the cost of grid expansion or bills. His plan is a damp squib that fails to address the root cause of rising costs.
Public ownership of the grid will not change the price of copper, nor will it improve the availability of scarce, large transformers. It might reduce the cost of capital slightly, but any gain will likely be wiped out by the extra administrative overhead.
If he really wants to drive down grid costs, he should stop spending tens of £billions on grid expansion to connect remote renewables. He should instead build concentrated dispatchable power stations close to the source of demand.
