Researcher Exposes Flock Safety Surveillance Network as Twice the Size Previously Claimed ----- A cybersecurity researcher published a map showing Flock Safety’s network is much larger than the company has said. Flock told reporters this summer it ran about 120,000 cameras. The new data points to roughly 300,000 devices nationwide, including more than 170,000 cameras plus 130,000 extra units such as sensors and networking gear. Joshua Michael built the map from location data pulled from a snapshot of Flock’s own database. In November 2025, he found a server weakness that let him see device locations and reported it to the company. Flock later said in a January post that it had never had a data breach. The leaked records still formed the map, which Michael checked in person at several sites. The findings were shown Wednesday at a Senate crime and counterterrorism hearing, increasing pressure on the company to be more transparent. The ACLU and other privacy groups say Flock misled the public about the size of its system. It also shows Flock gear at sensitive government sites, including a camera labeled “FBI Pilot Camera” at the J. Edgar Hoover Building in Washington. Michael says a network this large could let foreign actors track cars used by federal agents, politicians, and military staff. Flock has not answered questions about the map or the gap in device counts. The company has tried to block the map, and Michael recently got notice of a trademark claim from another security firm.

A military expert says ALPR systems like Flock and Axon are the same as military systems they used against foreign enemies. Pattern-of-life analysis was how they targeted and killed the enemy. And now they are pointing these killing systems at we the people. "I swore an oath to the Constitution of the United States. That oath did not end just because I took off my uniform. That is why I traveled to these chambers -because I have used a comparable system against American enemies and I know what it's capable of, and I can see the danger of pointing the system at the American people."

And they know the reaction that's going to happen. They've never had an army big enough to stop a revolution, but if you know what everybody's talking about and where they are at all times, you can just put out all these little fires."
