Despite its intent to support children, it has worsened the crisis, alienating fathers and harming families. The Crisis: - 18 million U.S. children grow up without fathers. - 80% of single-parent homes lack a father. - Fatherless children face higher risks of poverty, mental health issues, crime, and school dropout. How Title IV-D Fails: - Unrealistic Support Orders: Based on inflated "income capacity," not actual earnings, pushing fathers into financial hardship. - Punitive Measures: Wage garnishments (up to 60%) and incarceration for non-payment cripple fathers financially and emotionally. - Bureaucratic Waste: 60% of $9.2 billion in annual funding goes to administrative costs, not children. Impact: - Fathers are alienated, perpetuating cycles of poverty and incarceration. - Children suffer higher rates of delinquency, mental health issues, and early pregnancies.
