I was wrony. Drupal7 support will not be extended. In a Q&A at #drupaljam Dries said #Drupal has to move forward.

Will Drupal 7 support be extended after Nov 2023? Based on the fact that half #Drupal of the websites are still running on Drupal 7, I would say YES! But this should be the last year because D7 is really dead
