In 2023, the U.S. SEC filed a CIVIL lawsuit, not criminal charges, against Richard Heart, alleging that HEX, PulseChain and PulseX raised over $1 billion through unregistered securities offerings and that approximately $12.1 million was misappropriated. On February 28, 2025, a federal judge DISMISSED the entire SEC complaint. The SEC was given an opportunity to amend its complaint but declined to do so, allowing the April 2025 deadline to expire. The case was effectively over. There is no publicly established U.S.-requested INTERPOL Red Notice against Richard Heart. The INTERPOL Red Notice was requested by FINLAND in December 2024 and concerns alleged aggravated TAX FRAUD, not a proven $1 billion cryptocurrency investment fraud. Finnish authorities have also investigated a separate alleged assault.
