Even the SCC staff thinks this merger is a bad idea. They agree with @SenWarren and me that the merger risks higher utility bills for Virginians, reduces competition, and creates the largest utility monopoly in the country.
Dominion and NextEra have not made the case for how they would protect Virginians long term.

Yesterday the SCC staff and the Governor announced opposition to a Dominion Energy, NextEra merger. Now the Attorney General announces opposition. I guess it's safe time to jump on that bandwagon.

Ghazala Hashmi Welcomes SCC Staff Recommendation Against Dominion Energy Takeover
Virginia Lieutenant Governor Ghazala Hashmi welcomed a recommendation by Virginia State Corporation Commission staff to deny NextEra Energy’s proposed $67 billion takeover of Dominion Energy, citing concerns about financial risks and insufficient protections for Virginia ratepayers.
According to a statement from her office, Hashmi also expressed support for the concerns Governor Abigail Spanberger raised in a filing on the proposed transaction. Spanberger called on state regulators to reject the deal unless strict conditions are met.

Any proposed merger involving Virginia’s primary state-regulated utility must benefit families, small businesses, and Virginia’s workforce — not just the shareholders of these multi-billion-dollar corporations.
As such, I am calling for a six-year rate freeze to Virginians’ base electricity rates, a tripling the monthly bill credits for ratepayers over four years, and additional commitments to lower energy costs and meet our long-term clean and homegrown energy goals if the State Corporation Commission is to approve this merger.
