Warmest congratulations to Navi Pillay on being awarded the #NobelPeacePrize. I have known and admired Navi for many years and this extraordinary honour is well-deserved.
It is a recognition of her tireless and courageous lifelong dedication to defending #humanrights and demanding accountability around the globe.
Beyond celebrating her personal legacy, this award serves as a powerful and urgent signal from the @NobelPrize Committee: a reminder of the critical risks facing human rights today, and the vital need to protect and uphold the international institutions that safeguard our shared humanity.
Thank you, Navi, for your unwavering justice and leadership!

Without shared facts, there can be no democracy.
At the Council of Europe Observatory on History Teaching conference, I spoke about why defending historical truth also means defending our democratic future. We cannot afford to have short memories. There is too much at stake.

Today, I’ve presented the Council of Europe’s new Action Plan for Ukraine.
Supporting veterans and social inclusion, protecting minorities, women and children, advancing accountability, democratic governance, independent justice and the fight against corruption are among its key priorities.
Democratic security is what makes every other form of security sustainable and accountable, and no peace in Ukraine will hold without it.

Thank you to all our partners and friends who joined us for the opening of our new office in New York.
At a time of growing global fragmentation, we need to close the distance between regions.
Our permanent presence here will bring the Council of Europe closer to the @UN and to other regional organisations, and help us strengthen multilateralism by building stronger cooperation around our common legal standards.

At the Riga Conference 2026, I spoke about why Europe’s democratic security is linked to Ukraine.
Europe’s next order will need military, energy and economic security. Above all, it will need democratic security. Ukraine is where all four meet. Without the last, none of the others will hold.
The Council of Europe is leading the effort for accountability, backed by 46 member states and our common legal space. But this effort reaches far beyond Europe, with countries around the world joining us to ensure justice for Ukraine.
We will continue building broader international support for accountability, including in New York, where we will be opening the Council of Europe’s new office on 21 September.

A pleasure to begin my visit to Latvia by meeting President @edgarsrinkevics .
We discussed our continued support for Ukraine and Latvia’s experience on the front lines of some of the most complex challenges facing Europe today, including migration.
As you rightly said, Mr President, our institutions must respond to the realities people face and speak about their work in a language people understand. This is exactly what our reform and the New Democratic Pact for Europe are about: making the Council of Europe more relevant, responsive and effective, and strengthening democratic security across Europe.

With Speaker @DaigaMierina, we discussed accountability for Ukraine, which remains the Council of Europe’s top priority, with strong support from Latvia.
This includes bringing abducted Ukrainian children home and ensuring justice for the crimes committed against Ukraine and its people. Sustainable peace is only possible if it is built on the rule of law, not violence and impunity.
We also discussed the essential role of national parliaments in fostering constructive democratic debate, and Latvia’s progress towards ratifying the Council of Europe Convention on the Protection of the Environment through Criminal Law.

I welcome the new report by Secretary General of the @coe @alain_berset on the continued deterioration of human rights in the temporarily occupied territories of Ukraine.
Russia understands that seizing Ukrainian land is not enough. The report once again confirms that Russia’s occupation is about a deliberate, systematic policy of repression, coercion and erasure directed against the Ukrainian people.
These crimes are a direct consequence of Russia’s occupation. As the aggressor state and occupying power, Russia bears full responsibility for them.
I thank the Council of Europe for its principled stance and unwavering support for Ukraine, including its key role in establishing the Special Tribunal for the Crime of Aggression and the international compensation mechanism.
We will continue working together to ensure accountability, end Russia’s occupation, and restore the rights of our people. Occupation cannot create rights for the aggressor, and time cannot legitimise what Russia has seized by force.
3.5 million Ukrainians are estimated to be living in territories of Ukraine temporarily occupied by the Russian Federation.
A new report by @alain_berset documents the continued deterioration of human rights in the temporarily occupied territories, including:
