DAY 1 | Strengthening Integrity in Zimbabwe’s Health Sector
Transparency International Zimbabwe (TI Z) is convening a reflective workshop in Bulawayo, bringing together the Ministry of Health and Child Care, Zimbabwe Gender Commission and civil society organisations working in the health sector
Discussions are focusing on corruption risks across the medicine supply chain, from procurement and distribution to access at health facilities.
Through documentary screening, risk-mapping exercises and expert-led discussions, participants are examining medicine stock-outs, informal payments, favouritism, weak oversight and gaps in institutional accountability.
The workshop is also exploring how corruption affects women and girls differently, particularly in accessing maternal and reproductive health services.
Integrity in healthcare is about more than managing public resources. It is about protecting patients’ rights and ensuring fair access to quality healthcare.
The discussions are laying the groundwork for practical measures to strengthen transparency, accountability and gender-responsive health service delivery in Zimbabwe.

DAY 2 | From Policy to Practice: Strengthening Accountability in Healthcare
How can Zimbabwe bridge the gap between health-sector policies and the realities experienced by patients?
Day Two of the reflective workshop convened by Transparency International Zimbabwe (TI Z) is focusing on institutional responses to corruption, systems strengthening and citizen participation in health service delivery.
The Ministry of Health and Child Care, Zimbabwe Gender Commission and civil society organisations working in the health sector are examining how existing policies can translate into stronger accountability at facility level.
Discussions are focusing on strengthening internal controls, protecting whistleblowers, improving oversight and empowering communities to monitor medicine availability and demand accountability.
Participants are working towards practical recommendations and sector commitments to improve integrity, transparency and gender-responsive service delivery.
Accountability must go beyond policy commitments. It must be visible in how medicines are managed, how patients are treated and how complaints are addressed.
Strengthening health sector integrity requires coordinated action by government, oversight institutions, civil society and communities.

Yesterday, the Young Women's Integrity Network, in partnership with Transparency International Zimbabwe, held a Young Women's Empowerment Circle in Pumula, creating a safe space for young women to share experiences, identify challenges, and propose solutions for more transparent and accountable public services.
In attendance were Ward 17 Councillor, Alderman Sikhulekile Moyo, and a Community Health Nurse, Siphikelelo Nzima, Pumula Clinic. Two key priorities emerged for strengthening transparency and accountability in health service delivery at Council clinics: first, that clinics need a proper staff complement and adequate resources to ensure quality, accessible and responsive health services, particularly for young people and persons with disabilities; and second, that digitalising health service systems can strengthen transparency by enabling patients and stakeholders to track and monitor services, including medicine availability, while improving access to timely and reliable information.

TI Z hosted a community interface meeting with residents of St Peters and Mazwi Village in Bulawayo, giving the community a platform to raise integrity and accountability concerns around access to healthcare.
The meeting was attended by the Pumula Councillor and a representative from the Bulawayo City Council (BCC) Health Department. Residents raised concerns about accountability in health service delivery, highlighting that St Peters has no clinic of its own. The community depends on a BCC mobile clinic that visits only once a month, supplemented by trips to other, more distant clinics, raising questions about how health resources are allocated and whether service delivery commitments to the community are being met.
This gap in service delivery has a direct effect on the quality of care available to women, who rely most on regular access to maternal, reproductive and child health services. A once-a-month mobile clinic means women often face long waits or must travel further afield for antenatal care, family planning, and other routine services delays that can compromise the health of mothers and children in the community.

Building Integrity to Improve Access & Quality of Education
@tizim_info hosted a community interface meeting at Epworth, Harare bringing together district education officials and community members to discuss integrity and corruption-related challenges within the education sector. The interface meeting created a valuable platform for residents to engage directly with officials on strategies to enhance integrity and accountability at district level. These strategies ultimately translate into fairer access and better quality education for children.
Key concerns raised by community members included:
📌 The selection criterion used for identifying pupils benefiting from the Basic Education Assistance Module (BEAM), with residents questioning its fairness and transparency
📌 Policy inconsistencies on extra lessons, leaving parents uncertain about what is permissible
📌 Limited awareness amongst parents on where and how to whistleblow cases of irregularities within the education sector
📌 Concerns over mismanagement of resources by School Development Committees (SDCs) and the need for greater financial accountability
In response, Ministry representatives took the opportunity to walk residents through the official procedures for reporting corruption and irregularities and BEAM selection processes. Parents were encouraged to liaise directly with school heads for guidance and to make use of the reporting channels available through District Offices.
TI Z remains committed to facilitating these community interface platforms as part of building a more transparent, accountable and responsive education system for all.

Women and girls must not bear the hidden cost of corruption
At a Women Empowerment Circle hosted by TI Zimbabwe in Highfield (Harare), participants highlighted how corruption undermines access to health and education services.
Women and girls spoke about challenges including demands for informal payments, favouritism, discrimination, barriers to accessing essential services, and fear of reporting corruption. In education, families can face unfair demands and unequal treatment, while in health services, corruption can make it harder for women, especially those in vulnerable situations to access timely and quality care.
Participants also raised the lack of safe, trusted reporting channels and fears of retaliation, which can silence those who experience or witness corruption.
Call to action: We must make reporting corruption safer, strengthen protection against retaliation, and ensure complaints lead to action. Women and girls deserve health and education services that are fair, accessible, accountable and free from corruption. Let’s listen to women’s voices and turn their experiences into meaningful reform.

Digital Transformation: A Catalyst for Public Sector Integrity and Good Governance
The Executive Director for @TIZim_info , @chikumbut called for digital transformation to be placed at the centre of public sector reform. He highlighted that technology should not only modernise government services but also strengthen transparency, accountability and integrity across public institutions.
Delivering a presentation on "Public Sector Integrity: Leveraging E-Governance for Transparency, Accountability and Good Governance" at the 2nd International Anti-Corruption Research Conference in Bulawayo, hosted by @buseonline1, @ZACConline_ & the Research Council of Zimbabwe (RCZ), he highlighted how digital governance can become a powerful catalyst for preventing corruption and rebuilding public trust. He emphasised that digital transformation is more than simply digitising government services. Rather, it is about fundamentally reimagining how public institutions operate to become more transparent, accountable, efficient and citizen-centred.
Key insights from the presentation included:
💡 Digital transformation can reduce corruption risks by limiting human discretion, strengthening transparency and enhancing accountability across public institutions.
💡 Effective digital governance improves service delivery, builds public confidence in public institutions and promotes the efficient and accountable management of public resources.
💡 Zimbabwe has made notable progress in advancing digital governance, providing a solid foundation for modernising public administration and enhancing public service delivery.
💡 To unlock the full potential of e-governance, Zimbabwe must address challenges such as fragmented digital systems, limited interoperability, unequal access to digital services and gaps in institutional coordination.
💡 Drawing lessons from countries such as Rwanda, Estonia and Singapore, Zimbabwe can accelerate its digital transformation journey by investing in integrated digital platforms, secure digital identity systems and ethical leadership that places integrity at the heart of public service.
The key takeaway: Digital transformation is not simply about adopting new technologies, it is about transforming governance. When anchored in integrity, accountability and citizen participation, digital innovation becomes a powerful catalyst for preventing corruption, strengthening public trust and delivering better outcomes for citizens.
