China is getting more worried about AI risks and national security.
This was the most striking part of China’s new draft export controls on AI and other technologies:
“Technologies proposed for control in this round, such as AI-driven autonomous malware generation and mutation technologies, could be used to attack sensitive systems, including national critical information infrastructure, national defense and military industries, and core government operations, or to circumvent national security defenses. If acquired by non-state actors or malicious entities, these technologies could pose threats to national security and the collective security of humanity.”
Especially that last line: 可能对国家安全和人类共同安全造成危害

Trust Steff to make the long flight home from his current cosy European roost to join a gathering of the NZ uber hawk community in glamorous Queenstown overseen and assisted by US deep state interests including RAND Corporation. However even Steff evidently sees the writing on the wall in terms of US interest in the Asia Pacific and is now peddling an entirely unconvincing Plan B hinged on illusory Japanese potential to anchor an anti-China alliance with help from Australia and, if Steff and buddies had their way, NZ. rnz.co.nz/news/politics/1923…
Someone should ask the Steffs of our community and all the other pontificating hawks preaching enmity against China where the export receipts to pay their academic and bureaucratic salaries will come from if China decided to manage the risks of them being taken seriously by a future government by reducing reliance on NZ dairy, meat, kiwifruit, seafood, honey, wool, holiday and study visits, etc
“The whole thing is a shame because I’d love to denuclearise if possible.” Yeah right. Do we laugh or cry?
🇺🇸🇷🇺🇨🇳 The U.S. has engaged Russia and China in “denuclearization” talks,” Trump said Thursday. The U.S. and Russia each possess about 4,000 nuclear warheads. China possesses about 620 warheads, but is expected to “catch up” within years, Trump said. “The whole thing is a shame because I’d love to denuclearise if possible,” he added.

Settlements in occupied Palestinian territory constitute a violation of international law.
🆘The # of Palestinian homes demolished is at a record high.
🆘The level of settler violence is unprecedented.
We need decisive action!

SIGNIFICANT: The UKMTO’s monthly report has just been filed, and one line stands out:
“UKMTO struggling to accurately report true number of attacks with majority of vessels attacked refusing to report to UKMTO.”
I’m sorry, you said MAJORITY? As in >50%?
If this statement holds true for October, that means you’re taking about nearly SIXTY vessels that would have been struck by Iran in the first two weeks of the month…
The U.S. can’t defend these vessel AT ALL.

My initial reaction to China's new AI export controls:
They're confusing because they seem to be creating restrictions for China AI exports while simultaneously signaling continued "automatic" approval for open-source models.
I don't think it's about leverage. I think China is generally worried about cyberattack potential for Chinese AI systems and don't want these proliferating outside China and then potentially hitting Chinese critical infrastructure or government systems.
So the toughest restrictions--the prohibitions 禁止出口--are on AI autonomous malicious code generation. But there are also broad restrictions 限制出口 on AI models of above certain performance thresholds. Ministry of Commerce later said open-source models would be "automatically" approved upon registration, but then it does lay the groundwork for a more systematic monitoring of models and possible real restrictions later on.
The part that's confusing to me is that AI systems that can help produce malware basically include all the top Chinese open-source models. And yet they're simultaneously "automatically" approved?
It seems like this set of new export controls were created by one part of the bureaucracy that's worried about proliferation of harmful AI capabilities but then another part is trying to say "but actually we still support open-source."
This is at least my initial reaction--my views may change as I re-read and re-analyze.

My very quick+tentative take on the new 🇨🇳 export control announcement including open-weight models.
I would caution against reading this as about safety risks of open models. Think this is more about gov having veto power over sales/acquisitions/sharing of tech.
Replying to @_NathanCalvin @kyleichan
Haven't dug deep, tentative take:
- Think this originated from Manus sale, maybe more on that than OS generally
- seems to indicate permission/release will be automatic after reporting (即报即出), hence zilan on "auto licensing"
- 🇨🇳 likes to create tools that give it leverage

To be clear: Some facts are neither in dispute nor unclear. Our photographer was clearly marked as Press. She was clearly beaten. These are not partisan or risible statements, but indisputable. We urge a thorough investigation and accountability.
The Prime Minister’s Office:
The facts surrounding the confrontation near Abu Falah, during which Washington Post photojournalist Heidi Levine was allegedly assaulted, remain unclear and are under investigation.
Israel unequivocally condemns violence against anyone—Jews, Arabs, Christians or journalists. Those responsible will be held accountable.
But serious questions remain. Reports indicate some 200 Arabs and far-left activists confronted approximately 40 Israeli youths. Footage shows masked individuals on both sides hurling objects, amid reports of fireworks fired at Jewish youths. Other footage appears to show Levine knocked down and immediately helped to her feet by the same unidentified individual.
The investigation must establish the facts, including who initiated the violence.
We will not allow disputed incidents to be exploited to demonize the hundreds of thousands of law-abiding Jewish residents of Judea and Samaria.
The facts must determine the conclusions. Not the headlines.

Huge: The Chinese government moves to place registration and licensing requirements on frontier AI model weights, chip designs, and other key AI technologies.
A registration requirement is effective immediately, with a public comment period over the next month before the more expansive regulations are finalized.
The draft includes a range of prohibitions and licensing requirements that could shape the evolution of the Chinese AI ecosystem. It also provides simplified pathways for certain open-source releases and a range of excluded areas.
This is a major step and could give Beijing substantial new leverage over the global spread of Chinese AI. But there are lots of questions about the practical consequences:
—How much will model companies reshape the definitions, thresholds, and processes during the "consultation" period?
—What will firms actually start doing to comply in the coming days?
—Will implementation materially restrict the global spread of Chinese models, or chiefly give Beijing greater visibility into—and discretion over—how they spread?
