Asked why he was visiting Mukesh Ambani's Reliance refinery in Jamnagar, Rubio replied, “This is a company with a massive amount of refining capability. I think I should go talk to them”
Jamnagar can process around 1.4 million barrels of crude a day, making it the world's largest single-site refining complex
With US diesel prices under pressure, the US needs India's capacities more than ever

Australian prosecutors have dropped charges against a Malaysian woman who allegedly withdrew A$4.6m (£2.6m; $3.5m) following a banking error...
In 2014, a university student in Australia discovered that her bank account had an extraordinary feature. She could withdraw millions of dollars she didn't actually have.
Instead of reporting the mistake, she went shopping.
Christine Jiaxin Lee, a Malaysian student studying chemical engineering in Sydney, had unknowingly been given an unlimited overdraft by Westpac Bank. The error had existed since 2012, but she began using it two years later.
What followed was an astonishing spending spree.
Over 11 months, Lee withdrew approximately A$4.6 million. According to court documents, her purchases included Hermès handbags, Cartier jewellery, Christian Louboutin boots, designer clothing and expensive electronics.
On one occasion, she reportedly spent A$310,000 in a single day. Among her purchases was a Hermès crocodile Birkin handbag worth around A$150,000.
And, rather unexpectedly, a Dyson vacuum cleaner.
When Westpac discovered the enormous overdraft, the bank froze her account and began pursuing the money. Lee reportedly claimed she believed the funds had come from her wealthy parents.
In May 2016, police arrested her at Sydney Airport as she prepared to fly to Malaysia.
She faced serious fraud charges, with approximately A$3.3 million still outstanding.
Then came an extraordinary legal twist.
In November 2017, prosecutors dropped every criminal charge. Her lawyer argued that she had not deceived the bank. Westpac had made the error itself.
The bank continued pursuing civil recovery, but Lee was free to return to Malaysia.
She had spent millions that weren't hers, yet the criminal case ended without a conviction.

A 26 year old naval officer was tracking enemy ships in the dark when her plane fell into the Arabian Sea. Two days later divers found her 60 metres down, still inside the plane.
Her name was Lieutenant Kiran Shekhawat.
She was born in Mumbai in 1988. Her father served in the Navy. She studied physics and joined the Indian Naval Academy in 2010.
She became an observer in the Navy's air arm and married Vivek Singh Chhoker, also a naval officer.
In January 2015 she marched at the Republic Day parade in the Navy's first all women contingent.
Two months later, on the night of 24 March 2015, she took off from Goa in a Navy Dornier on a sortie to track hostile ships.
Around 10 pm the aircraft crashed into the sea, about 37 km south west of Goa.
Fishermen found the pilot, Commander Nikhil Joshi, floating unconscious in the water. Kiran and the co pilot Abhinav Nagori were missing.
The Navy searched through the night and the next day.
On 26 March a warship found the wreckage on the seabed, about 60 metres down. That night divers recovered Kiran's body from inside the plane.
She was the first woman officer of the Indian Navy to die in the line of duty.
