This looks bad on CTV News, but they can add credit where credit is due in their article, it was only published yesterday. Christy Somos published this scoop July 31, and was properly credited in The National Post, so I would hope CTV News would do the right thing.

Israeli legal exceptionalism produces remarkable contradictions in Canadian foreign policy. Canada fulfills its international legal obligations when it is politically advantageous to do so. But when the Israeli military is at the centre of the issue, Canada refuses to uphold the rule of law.
Article 6(3) of the Arms Trade Treaty requires Canada to not authorize conventional arms transfers to a receiving party if at the time of the authorization Canada is aware that "the arms or items would be used in the commission of genocide, crimes against humanity, grave breaches of the Geneva Conventions of 1949, attacks directed against civilian objects or civilians protected as such, or other war crimes as defined by international agreements to which it is a Party."
Canada imposes a comprehensive sanctions regime on Russia, with a two-way arms embargo covering every sector of the arms trade being one of its central features. This prohibits persons in Canada and Canadians abroad from exporting arms and related material to Russia. It also prohibits the provision of any services to Russia which would bolster Russia’s military capacity.
Yet despite the Gaza genocide, countless atrocities perpetrated by the Israeli armed forces, and the ICC investigation into Israel's international crimes, no such sanctions are applied to Israeli arms manufacturers or other individuals or entities involved in the arms trade. In fact, Canadian companies continue to supply parts to Elbit Systems - Israel's largest arms manufacturer.
Today, I announced sanctions against Streit Group, a defence manufacturer that has supplied Russia’s military-industrial complex. These measures will disrupt the flow of technology and equipment fuelling the Kremlin’s war against Ukraine.
By targeting those who contribute to Russia’s war machine, we are standing firmly with Ukraine. Canada will continue to hold accountable individuals and entities that profit from the illegal, full-scale invasion.

I asked a Palestinian medic I've known since 2008 when I lived in Gaza, Ahmad abu Foul. He knows Dr. Hussam. He replied:
“Dr. Hussam Abu Safiya is originally a pediatrician who worked under the Palestinian Ministry of Health. During the Palestinian division in 2006, he refused to stop working or stay at home and continued providing medical and humanitarian care to serve the Palestinian people.
Later, he was appointed director of Kamal Adwan Hospital in Gaza. The hospital belongs to the Medical Services Agency, but during the war it became a government emergency hospital under the Ministry of Interior and the Palestinian Ministry of Health
It is important to note that Kamal Adwan is a specialized children’s hospital and is not affiliated with any military faction. Dr. Abu Safiya is considered one of the most prominent and skilled pediatricians in Gaza, and he was granted the rank of brigadier by the Gaza government due to his work in a government institution.”
I also asked Dr. Omar Shabat ( @DrOmar_shaba ) an orthopedic surgeon in northern Gaza:
“I worked with him for two years during the war. When I wanted to perform surgeries on the injured, we didn’t have an anesthesiologist. Dr. Hussam is a pediatrician, but he told me he would become an anesthesiologist, and that’s exactly what happened; he anesthetized the injured.
Everyone should know that Dr. Hussam is a pediatrician at a hospital called the Military Medical Services Hospital. This hospital assigns military ranks to all employees, but it’s just a title and not an actual responsibility.”
