A retired army officer stumbled onto millions of pounds flowing quietly out of a British defence contract and into the pockets of Saudi officials. Within hours of raising the alarm, his own colleagues were threatening to have him arrested in Riyadh. He had less than a day to get out of the country. His name was Ian Foxley, a former lieutenant colonel in the Royal Signals who had spent his career in military communications before moving into the private sector. In 2010 he took a job as programme director for GPT Special Project Management, a British company running a huge government-to-government contract called SANGCOM, which modernised communications for the Saudi Arabian National Guard. It was a prestigious posting. Foxley was not a crusader by nature. He was a professional brought in to manage delivery on a two billion pound programme. Then he started looking at the invoices. Between 2007 and 2010, close to fifteen million pounds had been paid out for "bought-in services" that Foxley could not trace to any real work. The money moved through a company registered in the Cayman Islands. From there, it reached Saudi officials and members of the royal family who appeared to have done nothing to earn it. He recognised what he was looking at. It looked like bribery, dressed up in paperwork. Ask yourself how many workplaces today advertise a whistleblowing policy on the staff intranet, and how many of them would actually stand behind an employee who used it against a client this powerful. Foxley took his concerns to the Ministry of Defence team overseeing the contract in Riyadh, the body that was supposed to safeguard the programme on behalf of the British government. Instead of protecting him, the MoD passed his concerns straight back to the company he worked for. GPT's management did not investigate the payments. They turned on the man who had found them. Foxley says he was accused of stealing company documents and threatened with imprisonment in Saudi Arabia, a country where a foreign national facing that kind of accusation from a well-connected employer has very little protection. Friends inside the MoD helped him get to the airport that night. He left the country he had been sent to serve, uncertain whether he would be stopped at the gate. Think about what that actually meant. A man who had spent a career in the British military was now fleeing a country as though he were the criminal. Back in London, GPT terminated his contract. He had exposed the truth and it cost him his livelihood. Nobody in the UK defence industry would touch him afterwards. A career built over decades ended not because he had done something wrong, but because he had told someone what was going on. He kept pushing anyway. He gave his evidence to the Serious Fraud Office, which opened a full investigation into GPT and the SANGCOM contract. Then came the waiting. Years of it. The case moved through the SFO slowly, weighed down by its scale and its diplomatic sensitivity. Saudi Arabia was, and remains, one of Britain's most important arms customers. Nobody was in a hurry to make this easy. It took more than a decade from Foxley's original disclosure for the case to reach a conclusion. In 2021, GPT Special Project Management, by then a subsidiary of Airbus, pleaded guilty at Southwark Crown Court to a single count of corruption over the Saudi National Guard contract. The company was ordered to pay a confiscation order of £20.6 million and a fine of £7.5 million, on top of £2.2 million in costs, more than £28 million in total. It stands as one of the largest corporate corruption prosecutions to come out of a single whistleblower's disclosure in the history of the UK defence industry. . No decade of locked-out career returned. In March 2024, he filed a legal claim against the Ministry of Defence, the Department for Business and Trade, and GPT itself, seeking recognition and compensation for what his disclosure had cost him and his family.
