Why is this a surprise - it started about 20 years ago when GPreferrals were being scrutinised by remote ‘clinicians’ working for very expensive companies employed by PCGd and PCTs . All to save money in the short term by misguided managers.
Patients are being blocked from specialist care. A new report from the NHS safety watchdog found evidence that patients were harmed when hospital referrals were pushed back instead of accepted. We continue to argue for an urgent review of a system that puts patients at risk.

In addition to @carloprina ‘s comment the BMA is misguided in their reason for not sharing data for “.. health service planning carried out by government agencies or local NHS organisations” .. how else should care allocation be planned?
Replying to @TheBMA
I hope you can robustly ensure this is not misinterpreted as a barrier to sharing data across shared care records with secondary care- an innovation which has prevented harm on many occasions that I have seen myself including repeated investigation or incorrect treatment

Furthermore had asthma data been shared by GPs years ago, (and acted upon by the NHS), when I was Data lead for the NHSE asthma transformation programme … we may not be seeing the tragic preventable child asthma deaths every month in England today!!
