I doubt that DMB understands that the 24-hour economy was NOT a "policy" but an OBJECTIVE (an economy that operates 24 hours) the NDC wanted to achieve by providing facilities and giving businesses incentives (tax, reduction in electricity prices, etc.) to operate 24 hours.
