They can work fine together. Layout Builder is good and intuitive, similar in concept to Panels from D6 upward. It's part of core, so I use it first before resorting to contrib modules. Backdrop CMS (modern fork of D7) also uses it! @backdropcms

2) In my experience, D8-10 sites are generally best for enterprise-level and larger, more complex sites than the average small-medium size business needs. That's why @backdropcms came into existence. Backdrop is a branch of D7 that remains supported and much easier to move to.
