Chances are that the bank statements are not made using Acrobat and possibly not with Adobe tools. The issue you are pointing out is probably in the PDF specification (which Adobe developed but is now open source). Have the companies you work with said that they won't change it?
@misterkanye We try to discourage people from using that option, and try to educate our customers about the impact of using it, but some customers need this functionality for their security policies. 3/3
@misterkanye If the option is deselected there is a dialog that appears that reads “Disabling text access for screen reader devices for the visually impaired will make this document inaccessible to some disabled users and non-compliant with accessibility regulations" 2/3
@misterkanye There is a setting that allows authors to protect documents from printing or editing, and there is an option within that to “enable text access for screen reader devices…”. That option is selected by default but can be de-selected. 1/3
