Shri Arvind Kumar (@arvindtw), Director General, STPI, at the Fireside Chat on “Financing the Missing Infrastructure: Building India’s Assistive Technology Ecosystem”, held during the NCPEDP-Mphasis Universal Design Awards in New Delhi on 14.08.2026, highlighted the importance of building a strong, sustainable and inclusive assistive technology ecosystem that harnesses India's capabilities in technology, innovation and entrepreneurship.
Key highlights from his address:
🔹 Viksit Bharat @2047 is a vision of inclusive growth, empowering every section of society to contribute to India’s development. Inclusion also calls for a mindset where persons with disabilities are recognised as capable contributors to the workforce and innovation ecosystem.
🔹 AI is opening new possibilities in assistive technology, enabling the development of more personalised solutions for persons with disabilities.
🔹 India’s vibrant startup ecosystem can play a pivotal role in addressing real-world accessibility challenges by transforming identified needs into innovative solutions.
🔹 The ecosystem needs to move beyond one-time CSR and subsidy-led interventions towards sustainable infrastructure that enables private players and innovators to build, scale and sustain solutions.
🔹 Dedicated Assistive Technology Hubs and Centres of Entrepreneurship can foster innovation, support startups and accelerate the development of technology-driven solutions in this emerging domain.
🔹 An integrated marketplace for assistive technologies can make products more accessible, while also enabling users to find information on their maintenance, repair and upgrades.

Hosted by the ITDA , the Information Technology, Science & Technology Department, Uttarakhand, & CERT-Uttarakhand, in association with APAC Media and supported by STPI - Software Technology Parks of India, the 5th APAC India Digital Empowerment Summit – Uttarakhand Edition brought together policymakers, senior government officials, industry leaders, technology experts, startups, and academicians to deliberate on the future of digital governance, public service delivery, cybersecurity, emerging technologies, and digital empowerment in Uttarakhand.
The summit revolved around the theme: “Uttarakhand’s Digital Transformation Through AI and Cybersecurity Towards Viksit Bharat 2047.”
The day began with the esteemed presence of Hon’ble Chief Minister of Uttarakhand, Shri @pushkardhami , who formally inaugurated the summit and chaired the high-level Industry CEO's Roundtable. During the roundtable, the Hon’ble Chief Minister shared his forward-looking vision for a digitally empowered Uttarakhand aligned with the goals of Viksit Bharat 2047. He also encouraged industry leaders to collaborate with the state in advancing digital innovation, positioning Uttarakhand as a preferred investment destination, and strengthening its journey towards becoming a secure and resilient digital ecosystem.
The Industry CEO Roundtable was followed by the inaugural session, chaired by Shri @ThePradeepBatra , Hon’ble Minister for Information Technology, Good Governance, Science & Technology, and Transportation, Uttarakhand. The session was graced by distinguished dignitaries including Shri Nitesh Kumar Jha, IAS, Secretary, Information Technology & Urban Development Department, Uttarakhand; Shri Alok Kumar Pandey, IAS, Additional Secretary, IT Department and Director, ITDA; Shri DK Tiwari , Additional Chief Secretary, Department of Good Governance and IT, Punjab; Dr. Amit Sharma, Additional Director General and Adviser (Cyber), Ministry of Defence, Govt of India; & Shri Arvind Kumar, Director General, STPI.
This was followed by an engaging Industry CEO Roundtable with the Hon’ble IT Minister, fostering discussions on policy, innovation, and digital growth. The roundtable witnessed the participation of key officials, including Shri Alok Kumar Pandey; Dr. Tanzeem Ali, Deputy Secretary, IT Department & Finance Controller, ITDA; & Prof. Durgesh Pant, Director General, UCOST.
The Hon'ble IT Minister also inaugurated the expo showcasing innovations in AI, emerging tech, and cybersecurity.

Key highlights of the address are:
➡️ With the availability of high-speed data and improved policy frameworks, states like Uttarakhand are advancing rapidly in ease of doing business, enabling a robust digital ecosystem.
➡️ STPI is now enabling data centres, cloud services, and startup ecosystems, while supporting state governments in accelerating technology adoption. 24 STPI Centres of Entrepreneurship (CoEs) have been established across domains such as AI, Blockchain, FinTech, and HealthTech.
➡️ After electricity and the internet, AI-driven digital transformation is emerging as the third major revolution, redefining governance through smarter decision-making and efficient service delivery.
➡️ AI enables data-driven decision-making at a population scale, beyond sample-based analysis. Studies by Harvard University and MIT indicate up to 40% productivity gains in knowledge tasks. McKinsey & Company highlights that ~60% of public sector workflows can be augmented using AI.
➡️ Evolution of India’s Startup Ecosystem: Phase 1 (post-2016) focused on consumer internet and valuations, while Phase 2 (current) reflects a shift towards deep-tech innovation and solving real-world challenges.
➡️ Startups are increasingly working on human-centric and national challenges, including reducing defence import dependency, lowering carbon intensity, and solving grassroots-level problems, highlighting the importance of local data for AI.
➡️ AI solutions must be built using locally collected, structured, and granular data. State-specific AI models are more effective than generic solutions trained on external datasets. He emphasised empowering local entrepreneurs and innovators to build contextual AI solutions.

उद्घाटन के मौके पर मुख्यमंत्री श्री योगी आदित्यनाथ (@myogiadityanath) जी ने कहा कि यह केंद्र गोरखपुर और पूर्वी उत्तर प्रदेश के युवाओं के सपनों को नई उड़ान देगा। उन्होंने कहा कि स्टार्टअप शुरू करने वाले युवाओं को केवल कंप्यूटर लेकर आना होगा—उन्हें स्थान, बिजली और अन्य सुविधाओं की चिंता नहीं करनी पड़ेगी। देश और दुनिया में जहां भी सॉफ्टवेयर तकनीक का विस्तार हुआ है, वहां यही मॉडल सफल रहा है। गोरखपुर में पहली बार इसे शुरू किया गया है, जिससे युवाओं को प्लग-एंड-प्ले सुविधा के तहत स्टार्टअप शुरू करने का मंच मिलेगा।
