Only Congress can authorize federal fees. And Congress has never authorized higher fees for nonresidents — not least because such a policy would discourage international tourism and hurt companies like Across Arizona Tours," stated Jacob Haas, a lawyer for the Pacific Legal Foundation. Across Arizona Tours did the legwork to determine how much Trump's policy is hurting their bottom line by speaking with 80-90 potential customers. They found that many of them ultimately decided against booking a tour because of the higher fees. This policy is so stupid that it could have only been cooked up by a man like Trump. He never stops to think about the actual consequences of his actions, he just cares about scoring cheap political points with his supporters.
