Our laws are in place but implementing authorities as permeable to political interference by choice. Our state govts haven’t yet fully implemented Police Reforms ordered by the Supreme Court of India on 22 September 2006, with clear seven directions, to insulate the police from unwarranted external interference, in the case of Prakash Singh & Others v. Union of India.
(No state has fully implemented the reforms with all seven directives, 18 states have reflected the same in revised police Act, 11 states have issued executive orders rather than an legislative Act.)

I. Courts don't offer equitable justice to all citizens
II. Police, Officials and Politicians abuse their power massively
III. Any Indian can be jailed for 7 days without being presented before a magistrate
IV. Any Indian can be interrogated outside the presence of his lawyer by the police
V. Properties can be encroached by thugs without the slightest recourse barring an expensive settlement or a long drawn court battle
VI. Citizens can be forced to wait for 20 minutes, 30 minutes even 45 minutes for convoys of ministers to pass through
VII. The Average time to prove ones innocence is 6 1/4 years
VIII. The Average time to establish ones guilt is a single FIR registered in 20 minutes
IX. Bail is decided based on wealth of the accused rather than the weight of the case. A Theft accused could spend 15 months without bail and a rape accused could walk out in 3 months with bail
X. Corrupt Politicians & Officials are so frequent that people now regard Honest Politicians & Officials as fools

Is it such insurmountable challenge for the int apparatus to trace the tentacles spread far & wide and operating at will with impunity, howsoever finely dissolved in the society, so long these exist.
Monday morning questions: How does the Lawrence Bishnoi gang operate with such impunity, in India and abroad, when its BOSS is lodged in the high-security Sabarmati jail? Who is running the network, how is it being funded, and why has the state been unable to dismantle it? A gangster behind bars should not mean a gang beyond the law, no?

1. Affords first promotion of LNk after 6 yrs at unit level with merely a Spl pay and second as Nk after 9 yrs;
2. Unit gets junior Cdrs for petty regimental duties and Nk as section 2IC.
Efforts shd also be made to release 3rd promotion of HC after 12 to 15 yrs.
This will keep morale & motivation of the men high and enhance the efficiency & good name of the Force.

When it become clear as daylight that the #majority of countrymen & women have lost faith in an incumbent of a constitutional post of the country, it should be sufficient & enough reason to stir the conscience of such incumbent to withdraw from such post without hesitation or second thought.
Having watched these kinds of videos, police leadership would rain not flood the preventive measures, uphold civil rights of citizens (wrt their oath to public service) within permissible safe limits preventing loss of lives & govt property, may obtain commitment from protest leaders on numbers, timings & places of assembling, deploy body cameras for deterrence of crowd excesses & street CCTVs to deter excesses from both sides, insist on commissioning of independent ombudsman bodies for a post event appraisal of their actions for future guidance.
10 Oct loudly cries for a separate sub-ministerial wing within Home Ministry for homeland security with a professional internal security expert as its secretary, for crowd-control has a subtle component of self confidence of police officer in-charge.
All courts, govt offices and offices of public representatives must emulate the practice to fight & eradicate the epidemic of bribery & corruption.
Present national administrative crisis has brought two aspects in glaring focus: first - public interest & rule of law; second - professional camaraderie & service brotherhood. The executive & bureaucracy have been created to serve the citizens (better). But professional camaraderie & service brotherhood have clearly taken precedence (with rare exceptions) by vast gap, over the rule of law & larger public interest. The situation throws the responsibility on the intelligentsia- the conscience keeper on the nation- interspersed in all walks of life, to press the reset button and take constitutional measures to restore things to logical order.
All persent & future CECs may carry out self assessment by comparing their perception of the job, on one-to-ten scale with legendary ex CEC Sh TN Seshan CEC ‘of India’ 1990-96.

सिर्फ 20 साल की उम्र में UPSC क्रैक किया, ऑल इंडिया रैंक 3 हासिल की और बिहार में रैंक 1
लेकिन इसके बाद शुरू हुई एक ऐसी पुलिसिंग की कहानी, जिसमें पोस्टिंग से ज्यादा ईमानदारी मायने रखती थी।
कहा जाता है कि एक साल में 4 तबादले तक हुए। पूरी सर्विस में करीब 40 ट्रांसफर हुए और कभी लंबे समय तक अच्छी पोस्टिंग नहीं मिली।
लेकिन 1980 में बोकारो के SP रहते हुए उन्होंने जो किया, वह उनकी पहचान बन गया।
तत्कालीन बोकारो स्टील के MD के खिलाफ कार्रवाई करते हुए उन्हें गिरफ्तार कर दिया।
और कार्रवाई के सिर्फ 24 घंटे बाद ही उनका तबादला कर दिया गया।
कुर्सी गई तो जाने दी, पोस्टिंग गई तो जाने दी…
लेकिन कानून के सामने झुकना मंजूर नहीं किया।
यही फर्क होता है एक ऐसे अफसर में, जो नौकरी करने के लिए नहीं बल्कि अपनी जिम्मेदारी निभाने के लिए वर्दी पहनता है।
