Поддерживаемый Кремлем платежный гигант А7 собрал на столичных рынках 283 тонны наличных денег
Созданная при участии российского оборонного госбанка ПСБ платежная система А7 с ноября 2024-го по июль 2025 года обработала не менее 283 тонн наличных рублей на сумму более 14 млрд долларов наличными. Значительная часть этих денег поступала с московских рынков, в том числе с «Садовода», выяснили Международный консорциум журналистских расследований (ICIJ) и «Проект». Ранее было известно, что А7 использует московские рынки для обмена криптовалюты на наличные, однако масштабы поступления денег и механизм их обработки не раскрывались.
Детали. Согласно изученным журналистами внутренним документам А7, за первые шесть недель работы, с ноября по декабрь 2024 года, через А7 прошло около 126 млрд рублей наличными. В апреле 2025 года объем достиг 195 млрд рублей за месяц, а в июне — 250 млрд рублей. На пике компания обрабатывала не менее 58 тонн наличных в месяц.
▪️Значительная часть денег поступала с московских оптовых рынков, включая «Садовод», где работают посредники, помогающие торговцам оплачивать поставки из-за рубежа.
▪️На «Садоводе» действуют как минимум восемь команд платежных посредников, которые во внутренних документах А7 называются «отделами». Они принимают от клиентов наличные рубли и платежные поручения. По словам источника ICIJ, посредники работают в офисах неподалеку от администрации рынка.
▪️Посредники предварительно пересчитывают деньги, складывают их в пронумерованные сумки и отправляют в кассовый центр А7 в другом районе Москвы. Там около 50 кассиров компании проверяют суммы и вносят в специальную систему учета номера сумок, суммы и сведения о платежах. Затем деньги доставляют в ПСБ, который зачисляет их на счета А7.
▪️После этого А7 поручает зарегистрированным за пределами России компаниям-посредникам перевести деньги иностранным получателям, преимущественно китайским поставщикам. В банковских переводах при этом не отражается первоначальное происхождение наличных рублей.
▪️В платежном реестре А7 за конец 2024 года журналисты обнаружили около 2300 заявок, связанных с шестью отделами «Садовода». Большинство платежей предполагалось провести через государственную Торговую компанию Кыргызской Республики. Получателями были компании в Китае и Гонконге, использовавшие счета в крупнейших китайских банках, включая ICBC, Bank of China, Agricultural Bank of China и China Construction Bank. Только в ICBC направлялись не менее 72 платежных заявок на общую сумму около 11 млн долларов.
▪️Журналистам удалось проследить один из платежей до британского банка Standard Chartered. В ноябре 2024 года гонконгская компания-посредник перевела 287 тысяч долларов другой гонконгской компании, Yiton Trading, между счетами в гонконгском подразделении банка. Уникальный номер операции позволил связать перевод с платежной заявкой А7, в которой клиентом значился «Садовод».
▪️Согласно внутренним документам А7, ПСБ обычно должен подтверждать наличие средств для проведения платежей с рынков. При этом журналистам не удалось установить, проверяют ли А7 и рыночные посредники происхождение наличных и личности их владельцев. В изученном платежном реестре вместо конечных клиентов указывались номера отделов «Садовода». Сама А7 утверждает, что проверяет всех своих клиентов.
▪️На запросы ICIJ представители А7 и «Садовода» не ответили.
Что это значит. По оценке эксперта по финансовым преступлениям Георгия Волошина, такая система не только помогает обходить санкции, но и создает условия для легализации денег потенциально преступного происхождения. Зарубежные банки видят платежи иностранных компаний-посредников, но не могут установить по ним, кто первоначально передал наличные в России.
Контекст. А7 была создана в 2024 году структурами беглого молдавского политика Илана Шора и российского государственного Промсвязьбанка для проведения международных платежей в обход санкционных ограничений.

According to unverified reports of discussions inside the White House, Donald Trump has accused JD Vance and Elon Musk of giving him “stupid advice” that led to restrictions on Starlink services supporting Ukraine's military.

**MY ASSESSMENT: THE CRISIS BETWEEN UKRAINE AND THE UNITED STATES MAY BE EASING.**
Several factors could explain a potential change in Washington's approach.
First, Trump's confrontational rhetoric toward Ukraine has created tensions with European allies and divisions within his own administration.
Second, rising oil prices and expensive gasoline are putting additional economic pressure on American households.
Third, the reported diesel agreement between Trump and Putin has yet to produce the promised results. According to these accounts, Russia has not delivered any diesel fuel to the United States, while American companies are postponing potential contracts until after the congressional elections.

But there is an important distinction between reported private conversations and confirmed government decisions. The claims about Trump's statements, proposed agreements, and internal intelligence assessments still require independent verification.
Ukraine cannot build its security on political promises alone. It needs weapons, intelligence, functioning air defenses, reliable allies, and the ability to defend itself.
Our task remains unchanged: support Ukraine, support its Armed Forces, and prepare for every possible development.
