Andy Burnham is considering delaying a decision about when the government will increase defence spending until the autumn of next year in the hope that Britain’s economy improves
The government had been expected to hold the spending review, which would set out a timetable for increasing defence spending to 3 per cent of GDP, in the spring. The review will set out plans for all government spending up until 2030
However, ministers are now considering delaying the review so it can take place alongside the next budget, enabling the government to raise taxes or cut spending to fund the increase. Hitting the Nato defence spending target would cost an extra £10bn a year
One Whitehall source said the “working assumption” was that the spending review would be pushed back until next October, pointing to the decision by Rachel Reeves to hold only one fiscal event a year
A government source said it would be wrong to characterise it as a delay as ministers had never set a date for the spending review

A due anni dall’ultima edizione, una partecipazione ancora più ampia testimonia il valore di un confronto tra Marine fondato sul dialogo, sulla fiducia e sulla cooperazione.
“Oggi una crisi regionale può produrre rapidamente conseguenze a migliaia di chilometri di distanza, incidendo sulle rotte commerciali, sui flussi energetici, sulle infrastrutture strategiche e sulla sicurezza dei nostri cittadini. Per questo, regionale non significa più locale.
È questa la prospettiva con cui dobbiamo guardare ai ‘Midland Seas’: spazi strategici nei quali rotte, infrastrutture, risorse e interessi si intrecciano e dinamiche locali, regionali si influenzano reciprocamente e diventano globali.
In questo scenario anche le Marine devono evolvere, innovando e integrando nuove capacità. Ma nessuna Marina può affrontare da sola la complessità del sistema marittimo globale.
La cooperazione non è un elemento accessorio del potere marittimo: ne è una componente essenziale.
È questo il significato del Trans-Regional Seapower Symposium: mettere in relazione prospettive ed esperienze diverse, costruire fiducia e trasformare la diversità in una maggiore capacità collettiva.

“The sea divides us only on the map. In reality, it connects us.”
With these words, the Chief of the Italian Navy, Admiral Giuseppe Berutti Bergotto, opened the XV edition of the Trans-Regional Seapower Symposium in Venice.
Two years since the last edition, an even wider participation attests to the value of an exchange between navies based on dialogue, trust and cooperation.
“Today, a regional crisis can rapidly have consequences thousands of kilometres away, affecting trade routes, energy flows, strategic infrastructure and the security of our citizens. For this reason, regional no longer means local.
This is the perspective through which we must look at the world’s ‘Midland Seas’: strategic spaces where routes, infrastructure, resources and interests converge, and where local and regional dynamics influence one another and become global.
In this scenario, navies too must evolve, innovating and integrating new capabilities. But no navy can face the complexity of the global maritime system alone.
Cooperation is not an accessory of seapower: it is an essential component of it.
This is the deeper meaning of the Trans-Regional Seapower Symposium: bringing together different perspectives and experiences, building trust, and transforming diversity into a greater collective capacity.
From regional to global: this is the challenge that lies ahead of us.”

At Princeton, I tried to break down the state of the competitive AI race between China and the United States.
That is why we need effective guardrails to deal with agentic AI acting autonomously against civilian and military infrastructure, as well as to prevent it from finding its way into the hands of rogue states or actors.
Japan is expanding its international partnerships and strengthening its industrial base to reduce its vulnerability to Chinese critical-mineral coercion. Yet securing alternative mineral supplies will be insufficient without efforts to increase the country’s capacity to refine and process them.
