A Business Improvement District (BID) is an area for which a local authority charges an additional surcharge to business rates.
A BID company contracts with the local authority to deliver the BID arrangements, supplying services to the local authority.

Councillors agreed a Lib Dem budget amendment to look into a tourist tax. Councils don’t have the power to do it in England, but could use the Business Improvement District system as a workaround.
