It provides that every person is entitled to freedom of expression, including the freedom to hold opinions and to receive and impart ideas and information without interference. It also covers the right to own, establish, and operate media for disseminating information (with restrictions on private television/wireless broadcasting stations, which generally require government authorization). Section 40 guarantees the right to peaceful assembly and association. It states that every person is entitled to assemble freely and associate with other persons, and in particular may form or belong to any political party, trade union, or other association for the protection of their interests (subject to the powers of the Independent National Electoral Commission regarding recognition of political parties).
