As a former high-level senior executive at NSA, I confronted the reality of NSA’s malfeasance; violations of the Constitution; 9/11 intelligence failures; coverup; many $billions in fraud, waste, and abuse; refusing to implement parts of the intelligence section of the National Defense Authorization Act of 2022 (delayed due to 9/11); misappropriation; corruption and compromising their own core mission and the national security of America, as they got blinded (and blindsided) by institutional arrogance and ego. My first role, when hired by NSA through a competitive selection process (looking for outside expertise and experience to help accelerate NSA into the 21st Century), was assignment in their SIGINT Directorate as the chief of an out-of-whole-cloth creation by me, as the Senior Change Leader, of a highly agile Leadership and Communications Team. I discovered and uncovered that many, many $billions in fraud and waste went down the drain on boondoggle programs like Trailblazer (among several) and a secret warrantless mass surveillance programs that fundamentally violated the inalienable privacy rights enshrined in the 4th Amendment for Americans and also bypassed the FISA statute; plus NSA covering up their role in the 9/11 intelligence failures. Also attempted a rigorous and comprehensive review and catalog of every program, project and system at NSA and overseas mapped to approved expenditures (a real operational audit!) to determine the mission value for money, but completely stymied and shutdown because NSA did not want the transparency or exposure, even internally, and fear of it getting out to oversight stakeholders, let alone permit a full faith and comprehensive financial expenditure audit linked to the entire set of all operational activity at the Agency.
