When @ECISVEEP would analyze why there is low polling count, you should analyze the obstacles introduced by local authority,They impose their own rules at polling station discouraging public who came to vote. No mobile in polling booth is one such example

If @ECISVEEP want to impose such rules it should clearly communicate on their website and educate voters. This should not come as a surprise at polling booth where police start to harass voters by imposing such rules. @DC_Gurugram
If this is not stopped and let local authorities decides these rules instead of @ECISVEEP the day is not that far where they can decide any absurd rule e.g. people wearing only white color would be able to vote
