📝 70+ critical minerals agreements signed since 2021. More than 60% are non-binding.
The paper clearly moves faster than the ore.
A binding offtake needs a price, a volume, a delivery schedule, and a penalty clause. Most of what's being signed has none of those.
The Novonix-Stellantis and VHM-Shenghe contract failures had the same root cause: the specification in the contract didn't match what was actually being produced. Both contracts failed at the specification stage. The data wasn't there.
China still controls midstream across rare earths, lithium, cobalt, and graphite. @UNCTAD's June 2026 data confirms the concentration numbers haven't moved. 📊
The gap between what ministers sign and what refineries process is the central problem in critical minerals right now.
The latest edition of Material Evidence digs deeper into the hard truth of the month.

📉 Dysprosium oxide: ~$3,500/kg in Europe, ~$215 in China. Same oxide, about 16x the price.
Washington says the US-China truce runs to January 10. As of Sept 25, Beijing hadn't matched it.

📉 Dysprosium costs four to six times more outside China than inside it. Same oxide.
China's second-half rare earth quota, the number that would explain the gap, is more than three months overdue.

Mineral supply didn't move on what's in the ground this week. It moved on paperwork: one missing permit holding back 3-4% of global lithium supply, and a tailings facility monitoring called inactive weeks before it failed. 🚧

Treasury and USTR endorsed reference prices for six critical minerals on August 7. S&PGlobal hasn't published a data source, a sensitivity range, or a verification process for any of them.
That number is set to anchor a G7 price floor. Buyers, lenders, and Inflation Reduction Act (IRA) 45X qualification will all rest on a figure nobody outside S&P Global can independently check. 🚧
Governments have done this before with ESG scores: a respected name publishes a figure, and it gets treated as fact the moment a policy timeline needs it.
📊 This week's Hard Truth traces how the same pattern is repeating with critical minerals, what it costs operators negotiating against an unaudited benchmark, and what would have to change before the number can be trusted.
What would it take for a reference price to actually earn the market's trust? Share your thoughts! 👇
