There's no place for this behaviour. In private sector it would most likely lead to prompt disciplinary action, if not dismissal.

If @RossMackinnonWB had any humility he would issue a formal unreserved apology to those impacted and offer to reimburse the council, from his council pay/allowance, the unnecessary costs incurred.
The independent investigation also discovered that Lynne Doherty, former Tory leader, used public resources to conduct a smear campaign and developed a toxic atmosphere across WBC.
