This fits well into what I think one of the Dem Congress' most important projects project should be, which is sharply circumscribing executive authority and taking back the power Congress has carelessly delegated to the president over decades. Repeal tariff authorities. Cut off funds to undeclared wars. Repeal the National Emergencies Act. And so on.
