The $8 billion private pipeline hit a dead end at the Yukon. Oil companies didn’t build the crossing. Fairbanks crews like Randy Frank did — on a state highway job. The E.L. Patton Bridge was a standard hard-money public bid. A quirky local outfit called the Gem Company won it. They kept the old acronym after new partners signed on. The new initials wouldn’t fit. The private oil rush that remade Alaska only moved because it rode a public works project across the river. No state bridge, no haul road. No haul road, no pipe.
