Mihawk was holding back, in fact Mihawk was holding back the entire time during marineford. Mr 1 blocked an attack and proceeded to get one shot next panel, Mihawk is clearly not going all out on Luffy, and on anyone else.
People that genuinely use this argument to slander Mihawk are Neanderthalic. My interpretation of this Panel Is that the use of 'That Man' is a SYNECDOCHE to Represent Whitebeard and His Forces. There isn't even a conclusion you can come to lol.

Luffy is low-key vice admiral level without his devil fruit. Wouldn't have gotten future sight cause he would be dead, even if he managed to survive Nwatakịrị, he would just die against Kaido. He's a bum. Don't compare that man to garp.
Just realized shanks was buffed by imu during his battle with Mihawk and still going Relative. Just how strong is this man.
Still waiting for someone to provide me evidence given by the story as to why Shanks is stronger than Mihawk.
