This does sound like a misunderstanding, again as a general rule there is no reason why Dad cannot bring his child to see a health care professional if PR is in place
We would be keen to understand the specific circumstances though in order to support Dad and child through the process
It is worrying to hear this, as a general rule there is no reason why Dad can't register his child without mum provided parental responsibility is in place
