Vice City's game engine was reverse-engineered/reimplemented as reVC. Then they used Emscripten to compile the C/C++ code into WebAssembly (Wasm), which allows browsers to run compiled code at near-native speed. Normally, browsers mainly run JavaScript. WebAssembly lets them run much heavier C/C++ code efficiently. For the graphics, they use browser technologies like WebGL to use your device's GPU for rendering. So your phone is actually doing a lot of the work. The browser is running the game logic, physics, AI and rendering locally. It's not simply streaming a video of GTA from a server. But Vice City is a huge game. They don't necessarily need to download everything before you start playing. Game assets can be loaded as they're needed, so you can start playing while more parts of the game are being loaded. And this also explains how they can handle a lot of traffic. The server doesn't need to run a separate powerful GTA instance for every player like cloud gaming does. Your own device handles most of the expensive work. The server mainly needs to deliver the game files and assets, which can be distributed through normal web infrastructure and CDNs.
