Indonesia’s most influential Muslim clerical organization, the Indonesian Ulema Council (MUI), is preparing a proposed law that would criminalize LGBT conduct and campaigning, as pressure on gay people intensifies across the country. Asrorun Niam Sholeh, head of the MUI’s Fatwa Commission, announced that the council was preparing an academic paper and draft bill to submit to the Indonesian government and parliament. The council is also proposing replacing the term “LGBT” with “LGSP,” Lesbian, Gay, Sodomy and Obscenity, grouping lesbian and gay identities together with sexual acts and conduct it considers immoral. The MUI has called for what it describes as “sexual deviation” to carry criminal penalties even heavier than those imposed for adultery.
