Capacitor manufacture dates aren't like pizza. A new cap can sit on a shelf for a long time or be new old stock.
This dual cap sells for $17 on Amazon. Anyone charging you $450 to replace a cap is ripping you off. Service call + $35 for the cap would be normal. This would normally be used to start the compressor and the outdoor fan motor. I replaced mine this year and I think it cost me $21. These things hold a charge and can shock the piss outta you. Youtube vids can instruct but don't do it if you aren't qualified.
