Here is what is happening with universities filing no-lottery/cap-exempt H1B visas for relatively basic jobs that can be filled by our citizen recent graduate sons and daughters.
Many faculty and administrators at our universities are themselves on H1B visas, with their children on H4 dependent visas. When those children turn 21, they age out of H4 status and can no longer remain in the US as dependents of their parents. These aged-out H4 kids change to F1 status in the 3rd/4th year of their undergrad studies.
Universities then hire these F1-transitioned kids for university jobs and sponsor them for no-lottery cap-exempt H1B visas, which are 100% guaranteed, allowing them to stay in the country without going through the regular H1B lottery. This cap-exempt, no-lottery university H1B sponsorship is being used to create a pathway for the children of university employees to remain in the USA, through an informal, self-perpetuating network where universities help sponsor one another’s children.
How many cap-exempt H1Bs are being sponsored for such positions, what kinds of jobs are involved, and how are these positions being recruited and filled?
These jobs are already held by such an aged-out H4 transitioned to F1. These advertisements are mostly probably to file PERM/I-140, aka a green card, for an aged-out H4 kid! If no US citizen applies, PERM will be approved.
Also, the same cheat is used for H4 spouses of H1B faculty/admin to get them a separate H1B as H4 EAD can not be approved unless PERM/I-140 for the original H1B spouse is approved!

Had it not been for Boris Johnson and Victoria Nuland -- who personally forced Zelensky to reject the deal Ukraine and Russia were about to sign in Istanbul in 2022 -- this horrific war that has killed more than a million and consumed much of Ukraine would have been long over.
It is sickening that the USA is now lifting sanctions on Russian fuel, and transparently ridiculous to blame Ukraine for the spike in prices that obviously began with the closure of the Strait of Hormuz. Putin is murdering innocent Ukrainian civilians every day. The Ukrainians are fighting for their lives. And yet the White House is apparently determined to force American drivers to bankroll Putin’s slaughter. It won’t work and I doubt it will make much difference to the price of fuel.
If we want Russian oil and gas back on the world market then let’s end this war - with a free, sovereign and independent Ukraine.
