“It would be intellectually dishonest to suggest that the California market is thriving.” @anandastrategy doesn’t sugarcoat it. California cannabis sales peaked in 2021 at just over $5 billion and have fallen for five straight years, to roughly $4 billion today. The per capita comparison is even more striking. If California matched Montana’s sales per capita, it would be a $14 billion market. At Michigan’s rate, it would be $13 billion. Meanwhile, the illicit market still dwarfs the legal one.
