Gmail & hotmail not filtering out going messages. WHY?

With DNS, SPF, DNSBL & Content filtering (spam assassin) spammers get through with gmail and hotmail. Biggest spam source gmail & hotmail.

New spamassasin installed and configured. Spam count since install: 0.
