From commitment to action: Unlocking more affordable finance for climate-vulnerable countries. The Vulnerability to Viability (V2V) Compact is moving from ambition toward implementation. At today's 17th V20 Ministerial Dialogue in Bangkok, held during the @WorldBankGroup Annual Meetings, development partners came together to advance the Compact, with the OPEC Fund represented by our Vice President, Public Sector Operations, Shaimaa Al-Sheiby. Launched at the OPEC Fund Development Forum in June by the OPEC Fund and the Government of Barbados, the Compact brings together climate-vulnerable economies and development finance institutions to transform how financing is structured and delivered. The goal: More affordable, longer-term financing for water, health and education, helping countries invest in essential services and build lasting resilience. Discussions in Bangkok focused on advancing the Compact through more aligned lending maturities and eligibility criteria, greater private capital mobilization, stronger country ownership and financing tools that help countries respond to climate shocks. As Ms. Al-Sheiby emphasized: “Together, we are building a development architecture that truly empowers countries — and working side-by-side we will transform vulnerability into enduring viability.” @V20Group @TheCVF

At the @V20Group Ministerial Dialogue in Bangkok, I spoke about how we can better help countries prepare for future shocks. We’re deploying practical financial instruments to help countries manage vulnerability and build resilience, from debt swaps operations to contingent financing and other risk-transfer instruments. Concessional resources remain essential and should continue to be directed to those most in need. At @the_IDB, we’re reforming our concessional framework to support countries most vulnerable to natural disasters. The idea is to strengthen resilience through better preparedness and faster response. This is also the approach behind our Ready and Resilient Americas initiative, which brings together countries, the private sector, and development partners to strengthen resilience.
