The data collection is building the cybernetic organism! Remember the secretary and disciple of Henri de Saint Simon, August Comte’s famous, foundational aphorism for positivism: "Savoir pour prévoir, prévoir pour pouvoir." (Translated as: "From science comes prevision; from prevision comes action" or "To know in order to predict, to predict in order to control.") Comte argued that by discovering the immutable laws of society (science/modeling), we can foresee future trends (prediction), which allows us to direct and organize society rationally (control). The specific terminology of "modeling" is a modern addition from the fields of data science and control theory— model predictive control. Friedrich Engels used the phrase "the administration of things", adapting it from Henri de Saint-Simon (who was Comte’s academic mentor), In his 1880 work Socialism: Utopian and Scientific, Engels famously wrote about what happens when a communist society successfully transitions away from capitalism: "The government of persons is replaced by the administration of things, and by the conduct of processes of production. The State is not 'abolished'. It dies out [withers away]." Humans were part of the “things” to which he was referencing. When Engels spoke of replacing the "government of persons" with the "administration of things," he envisioned a communist utopia. Modern technocracy realized the "administration of things" by governing persons through data. This is what builds the internet of things—internet of bodies- Internet of bio-nano-things, and internet of everything. Today's technocrats use predictive modeling to control outcomes and at the rate we’re going, especially with the capabilities of AI, the cybernetic organism will have so much data that it could make China’s social credit system look like utopian freedom in comparison!
