🚨🚨THE DEMOCRACY FILES, PART 2: WHEN AND HOW TO DECLARE THE FEDERAL GOVERNMENT ILLEGITIMATE 🚨
Some questioned whether a group of 200 ex-USAID officials could actually pull off their ambitions to rewrite the Constitution.
Here, they describe exactly how it works. They aren't working alone.
The videos all come from Renew to Thrive (R2T) group and associates. Danielle Reiff and Paul Zeitz play key roles within R2T.
R2T sits inside a much, much larger umbrella called United Democracy Alliance (UDA), which is an extremely hush-hush control plane of leaders from major "blocking" NGOs such as 50501 and Indivisible fulfilling various functions. UDA decides when protests get deployed, timelines, how to respond, all that.
R2T's role within UDA is concerned with "the day after tomorrow" - in other words, their function is to conceive what a rewritten American government will look like after the rest of UDA fulfills its purpose. As will be shown, Erica Chenoworth is credited with conceiving UDA in the first place under the Horizons "Big Tent" initiative.
Note here that National Security Leaders for America (NSL4A) is credited for operationalizing UDA. NSL4A is a group of 1,600 ex-military, intelligence, and diplomatic officials. They are led by Rear Admiral Michael E. Smith (Ret). NSL4A also played a key role in the "illegal orders" messaging which targeted Pete Hegseth. Zeitz is also a member of NSL4A.
It must be emphasized that the choice of a military-oriented organization to coordinate NGOs across domestic protests is an interesting one all in itself - especially in an umbrella conceived by a regime change expert like Chenoworth.
You will have a hard time finding any mentions of UDA in the public. They are extremely hush-hush and selective who they talk to.
Mike Smith himself makes a personal appearance in other calls, coordinating Insurrection Act exercises and roleplaying with R2G as one of the participants.
As the audio transcript shows, they have outlined a sequence of "redlines" in which case the federal government should be declared illegitimate. Invoking the Insurrection Act against "peaceful" protesters is one of the most discussed redlines. I will post the illegitimate criteria below, but basically, almost any effective pushback against NGOs is a measure of illegitimacy according to them.
Important to understand:
The audio shows they shopped this idea around governors, but the reality is that governors do not have to explicitly sign on to the pact to play their role in the coup. All they have to do is refuse troops in their state and let UDA / R2G do the work of dissolving the federal government.

On October 16, 2026, the Pennsylvania Office of Open Records ruled against Washington County in part after it failed to adequately demonstrate that it searched for and produced the records actually requested.
OOR AP 2026-3349 — Jones and the Observer-Reporter v. Washington County.
Washington County produced documents. It submitted an affidavit. Then it submitted another affidavit.
AND THE OOR STILL FOUND ITS SEARCH EVIDENCE INSUFFICIENT.
The OOR ordered the County to conduct another search and produce responsive records. If none existed, the County would have to submit a detailed sworn explanation.
Now let's talk about DELAWARE COUNTY.
On July 20, 2026, I submitted an ELEVEN-PAGE Right-to-Know request seeking financial records concerning Delaware County's litigation against Gregory Stenstrom and me.
I specifically requested:
💰 Duane Morris LLP invoices and payments
💰 Controller approvals and payment vouchers
💰 Checks, ACH transactions, and general-ledger entries
💰 Budget authorizations and procurement records
💰 Insurance coverage, claims, and reimbursements
💰 Records establishing who authorized the litigation and expenditures
Delaware County missed its response deadline.
Then, on October 8, it produced approximately 1,360 pages—yet significant financial-record categories remain inadequately accounted for.
Now its attorneys want additional time to review invoices and consult litigation counsel.
THE INVOICES WERE IN MY ORIGINAL JULY 20 REQUEST.
And I have additional questions about records maintained during former Solicitor William Martin's and former Controller Joanne Phillips's tenures, as well as the roles of outside attorneys involved in the litigation.
I want to know:
WHO searched? WHEN did they search? WHAT systems did they search? WHICH custodians were contacted? WHAT search terms were used? WHERE are the financial records?
This isn't complicated.
The public is not responsible for a county's staffing problems, litigation strategy, or failure to retrieve its own records.
I have now submitted additional objections in Leah Hoopes v. Delaware County, OOR AP 2026-3548, citing the new Washington County determination and requesting further searches, detailed sworn evidence, and an EXPRESS FINDING OF BAD FAITH if the record establishes that Delaware County failed to perform its mandatory duties.
And no, Delaware County cannot simply point to a large document production and declare victory.
PUBLIC MONEY. PUBLIC RECORDS. PUBLIC ACCOUNTABILITY.
I am not asking for a favor. I am demanding compliance with Pennsylvania law.

Last November, DHS caught Catholic Charities of the Rio Grande Valley with migrant records so sloppy that 61 out of 100 names tested couldn't be found in DHS systems at all.
FEMA said the group billed taxpayers outside the legal window at least 248 times and flagged it as potential criminal activity. DHS wanted a six-year ban, double the usual.
Then it quietly went away.
DHS cut a deal with Sister Norma Pimentel's charity back in May. Nobody announced it. She let it slip at the Texas Tribune Festival in September, and DHS only confirmed it to a Catholic news outlet last week.
Her group is eligible for federal money again under a three-year oversight agreement.
I want to know who signed off on that. I want to know if anybody ever looked at the criminal side.
This is the same McAllen operation that sat at the center of the border crisis. A paperwork promise is not accountability.
Publish the agreement, keep the leash tight, and if they slip one time, cut them off for good.
