This morning I joined Congressional leaders in meeting with President @ZelenskyyUA to discuss the urgent need for the US to end restrictions on Starlink and fully restore intelligence sharing to save Ukrainian lives from Russian strikes. By restricting these tools, the Trump Administration isn't just leaving Ukrainians out to dry, it's also endangering American diplomats and servicemembers stationed at our US Embassy in Kyiv. We must stand up to Vladimir Putin, and protect our people, and our Ukrainian allies.
Thank you, @SenBlumenthal and @SenThomTillis, for the opportunity to meet with you and your colleagues from both parties and both chambers of Congress. I informed them about Russia’s brutal “shahed” drone attack in the Kharkiv region, where Russia killed six people, including a mother and her child, who was just over a year old. I showed the horrifying photos from the scene – a child killed in a stroller… This is how Russia responds to sanctions waivers and reduced pressure. I also explained where things stand with intelligence sharing and Starlink operations in Ukraine. Unfortunately, we received no early warning from our partners about the first wave of the Russian ballistic missile attack last night. And we still face speed restrictions on Starlink and Starshield services in different parts of the front. No explanation for either of these issues has been provided to Ukraine by the American side. Our teams will follow up on everything discussed today. I thank everybody who participated in this call for their strong support.

We should add that Putin has murdered or imprisoned his political opponents. He’s attacked multiple countries. And now, a cornered rat.
Vance: "I've never met Putin in person. I've spoken to him on the phone. He was calmer than you might expect. The American media has a stereotype of him. He's very deliberate and measured in his words. I think, at his core, he's someone who cares about Russia's interests as he sees them. One reason he respects the President is that he recognizes the President cares about the interests of the American people."

Russia is our enemy. Ukraine is our ally.
NEW: The order to limit a satellite system used by Ukraine for battlefield communications and drone operations came from inside the White House, according to two US officials and a Western official briefed on the matter.

I’m leading an effort with @RepJimCosta and my fellow Co-Chairs of the @UkraineCaucus to make sure the United States delivers on the Russian sanctions we promised. We must continue defending Ukraine and enforce the law we just passed a few weeks ago. Read more below. politico.com/live-updates/20…

If the Trump Administration was involved in the decision to restrict Ukraine’s Starlink access as Musk claims, it would represent a heinous act of betrayal to our ally & fellow democracy under assault by a despot. This shameful act must be reversed to ensure this war ends with a Ukrainian victory. hoyer.house.gov/media/press-…

🇺🇸🇺🇦 22 U.S. lawmakers from both parties are urging President Trump to fully and promptly implement the sanctions authorized by the Lindsey Graham law and explain how the Administration reconciles sanctions relief for Russia with the statutory ban on Russian energy imports. Thank you to @RepJimCosta for leading this effort with @UkraineCaucus co-chairs @RepMikeQuigley, @RepMarcyKaptur, @RepBrianFitz, and @RepJoeWilson — and to all the other members who joined this letter. costa.house.gov/media/press-…

We are alarmed by reports from Ukraine that US intelligence and Starlink support are being withheld, putting innocent civilians and American citizens in Ukraine at the mercy of Russian attacks.

Congress has repeatedly made clear that the United States should provide intelligence support to save lives from Russia's merciless strikes. US allies pay for Ukraine's access to Starlink.

Restrictions that put civilians in harm's way are unconscionable and will not be accepted by Congress.

Again—Ukraine agreed to President Trump’s energy ceasefire. Again—Russia violated the President’s energy ceasefire. Instead of buying Russian diesel, he should use the Graham Sanctions Law to sanction Russia. Pressure on Putin is the only way to secure a just and lasting peace.

On October 11, Russia struck a power plant in Kyiv with a Shahed drone, causing power outages across multiple districts. Kyiv residents have also been without water for most of the day. FOLLOWING the U.S. President’s statement on an energy ceasefire, AND IN VIOLATION to it Russia attacked Kharkiv’s thermal power plant. In total, over the course of the week, Russia struck electricity generation and transmission facilities more than 200 times. Ukraine has made its position clear: it is ready to stop strikes on Russian energy infrastructure and expects Russia to honor the same commitment. As President of Ukraine Volodymyr Zelenskyy stated: “Ukraine supports all genuine and reliable formats for a ceasefire and an end to the war. Ukraine is ready to refrain from striking Russian energy infrastructure – and we count on the same readiness from Russia, as well as on the agreement reached by the President of the United States on this matter.” A ceasefire must mean an end to attacks on energy infrastructure by both sides. Russia must demonstrate through its actions that it is prepared to honor this understanding.

This is a great question. Doing so also violates US law passed in overwhelmingly bipartisan fashion by both parties in 2022. I support new legislation to stop any lifeline and support for Dictator Putin, but we should also follow current law.
Why are we still buying Russian oil?

After Trump’s war with Iran caused oil prices to spike, the President is now considering bankrolling Russia’s slaughter of Ukrainian civilians. Lifting sanctions on Russia will only fuel Putin’s war machine and prolong the conflict in Ukraine.

President Volodymyr Zelenskyy has the overwhelming support of the United States Congress, he has the overwhelming support of the American people, and he has the overwhelming support of the Ukrainian people. Russian illegally invaded Ukraine, a sovereign and freedom-loving nation, and Russia is squarely to blame for all damage and destruction, to both lives and treasure, that has resulted from Putin’s unprovoked attack. @ZelenskyyUa, you know that the United States Congress, and the American people, stand 100% behind you. The Ukrainian people are so blessed to have you leading them in these difficult times. We have your back, and we will stand with you until Ukrainian victory is achieved. 🇺🇸 🇺🇦
