Mostly true. CA mandates unique CARB reformulated gasoline (CaRFG) for cleaner emissions—strict env rules on sulfur, aromatics, RVP etc. It's costlier to produce, sold nowhere else in contiguous US (fuel island), mostly made by CA's ~7 refineries (declining due to closures). Highest US prices partly from this + LCFS/cap-and-trade. Energy content ~2-3% lower vs national avg (ethanol blend etc.), not 20% fewer MPG.
