ARMED SUSPECT THREATENS WOMAN AND DOG • A woman was using an electrical outlet in front of a convenience store when a man approached her and stated she could not use it. • After the woman walked away toward the side of the building, the man followed her to a dumpster area where she had sat down next to her dog. • The suspect pulled a semi-automatic handgun out of a black pouch and pointed it at the victim's dog, threatening to shoot both her and the animal. • The suspect also threatened the victim's boyfriend, telling him he had better "get his girl" before he shot her. • Officers quickly got on scene, located the suspect, and discovered the firearm hidden inside the black pouch placed on top of an outdoor ice box. • A subsequent search of the suspect revealed a baggie of marijuana and a container holding 28 ecstasy pills hidden in his pocket. The long version On 10/7/2026, Tulsa Police Officers responded to an emergency call at the Stop-N-Save convenience store located at 152 N. Garnett Road about an armed man pointing a deadly weapon. The situation began when the victim attempted to use an outside power outlet at the business. The suspect, who was not a store employee, confronted her and ordered her to stop using the outlet. To distance herself from him, the victim walked to the southeast side of the property and sat down near the dumpsters with her dog. Unfortunately, the suspect refused to let the matter go. Surveillance footage captured the suspect following the victim while carrying a black pouch. When the victim's dog began to bark, the suspect reached into his pouch, pulled out a handgun, and pointed it at her dog. He then said, "I'll shoot you and your dog," while also threatening the victim's boyfriend. Officers arrived on the scene within minutes. Knowing Officers were arriving, the suspect quickly placed the black pouch on top of an outdoor ice box in front of the store. Officers immediately contacted the suspect, 48-year-old Kevin Jamison. A quick check of the pouch revealed an unloaded, rusty Rock Island 1911 .45-caliber semi-automatic pistol and a fully loaded 8-round magazine next to it. In addition to the gun, officers searching for Jamison discovered some weed and a green bottle packed with 28 ecstasy pills in his right shorts pocket. During transport and interrogation, Jamison admitted to owning the recovered ecstasy and marijuana, but tried to claim the gun wasn't his, despite being caught on store surveillance with the bag. Jamison was arrested and booked into Tulsa County for: • Assault with a Dangerous Weapon • Threatening an Act of Violence • Possession of a Firearm in the Commission of a Felony • Possession of a Controlled Dangerous Substance • Tulsa County warrants. This is an arrest and not a conviction

DRIVING A STOLEN VEHICLE RECOVERY WITH A WARRANT FOR A STOLEN VEHICLE On 9/26/2026, we stopped a woman driving a stolen car who also had a felony warrant for possession of a stolen vehicle. Our RTIC got an ALPR hit on a stolen vehicle heading south from 800 N. Sheridan and directed Officers to intercept the vehicle. The Officer spotted the maroon Chevy Trax eastbound on Admiral Place. The officer initiated a traffic stop, and the vehicle pulled into the Rest Inn & Suites at 7475 E. Admiral Place. The driver stopped and was arrested without incident. The suspect is 37-year-old Alicia Rae Kelley. When questioned, Kelley claimed she had just purchased the SUV earlier that day at a different hotel for $500. However, our investigation revealed a completely different story: • The actual owner reported that her keys were stolen off a slot machine at the Osage Casino. • Security footage confirmed an unknown female took the keys and drove off in the victim's vehicle. • The owner confirmed she never gave anyone permission to drive or sell her car. Alicia Rae Kelley was booked into Tulsa County for: • Possession of a Stolen Vehicle • Warrant for Possession of a Stolen Vehicle This is an arrest and not a conviction

⚠️ RAIN AND LOTS OF IT – POSSIBLY 🌧️ What do you think we'll get? The City of Tulsa Department of Emergency Management is tracking potential flooding beginning Wednesday night, with multiple rounds of heavy rainfall forecast through Friday. We want to remind everyone to use extreme caution on the roads and plan ahead. Turn Around, Don't Drown: • Never drive through standing water. Just one foot of moving water can sweep a vehicle away. • High water is deceptive, especially at night. Headlights often fail to reveal true water depth. Treat any dark patches on the roadway as a serious hazard. • Watch for hidden dangers: Darkness can conceal washed-out roads, swift currents, and downed power lines. • If your vehicle stalls in rising water, abandon it immediately and move to higher ground. Know the Trouble Spots: Even though Tulsa holds a Class 1 CRS rating for flood preparedness, several low-lying areas, highway underpasses, and intersections—such as 43rd & Sheridan—are prone to rapid water buildup. Check frequently flooded streets before heading out: cityoftulsa.org/FFS Be Prepared: • Have a Family Plan: Pick a designated point of contact and identify a safe meeting location. • Emergency Kit: Keep at least a 3-day supply of essentials on hand, including food, clean water, medications, flashlights, batteries, first aid supplies, and a NOAA weather radio. (Tips: ready.gov/kit) • Know Your Floodplain Risk: Contact Tulsa 311 (or 918-596-7777 outside city limits) for a Flood Zone Determination, or visit cityoftulsa.org/floodcontrol For additional weather preparedness resources and updates, visit cityoftulsa.org/weather. Stay safe, Tulsa!

OPPORTUNISTIC CAR THIEF CAUGHT QUICKLY On September 25, 2026, we arrested 25-year-old Curtis Michael Conner for Larceny of an Automobile after we caught him driving a stolen 2022 Honda Civic. The whole thing started in the morning when a resident near 3rd and Lewis reported his gray Honda Civic stolen. The victim said his wife accidentally left the vehicle keys in the front door of their home after returning from work. This was too enticing for nefarious characters. Later that morning around 10:50 a.m., the Tulsa Police Real Time Information Center (RTIC) spotted the stolen vehicle through ALPR near 6500 E. Admiral Pl. and tracked it as it pulled into the Rest Inn at 7475 E. Admiral Pl. Officers quickly flooded the area and took Conner into custody without incident as he walked toward the entry gate. After being read his Miranda Rights, Conner chose to speak with officers and gave a brutally honest reason for the theft: "Honestly, I, my feet fu***ng got blisters on. I'm tired of walking and fu***ng, I seen the opportunity and you know, the key, the keys was outside the car. I seen it and I took the opportunity. I took it. You know it straight up. I'm straight up." The stolen Honda Civic was returned to its rightful owner. Conner was transported and booked into the David L. Moss for Larceny of an Automobile with a bond set at $1,000. This is a friendly reminder to our Tulsa community: always double-check your surroundings and make sure your keys, fobs, and valuables are safely secured inside. This is an arrest and not a conviction

SPEEDER GIVES ONE-FINGER SALUTE, GOES TO JAIL Yesterday, around 9 a.m., a Tulsa Police Officer on patrol saw the driver of a silver Dodge Charger going 100 mph in a 65 mph zone on Highway 169 near Pine. The Officer got behind the driver and activated his lights and sirens to initiate a traffic stop. The driver of the Charger slowed down, then stuck his favorite finger out of his sunroof before speeding off again. Another Officer got behind him and received the same treatment. Despite his unwarranted gestures, Officers terminated the pursuit for the safety of other drivers. Officers looked up his tag information to identify the driver as 54-year-old Daelon Jacobs. Our Real Time Information Center then used Automatic License Plate Readers (ALPR) to quickly track down Jacobs near 21st and Garnett. This time, Jacobs pulled over but refused Officers’ commands to get out of his car. After several minutes of back-and-forth negotiations and pulling away from Officers trying to take him into custody, Jacobs was placed under arrest. He confidently informed officers that we lacked jurisdiction over him because of his tribal status, making him entirely immune to arrest — a bold misconception that clearly fueled his decision to flee in the first place. He was able to get a real-time lesson in how cross-jurisdiction enforcement works. Officers learned that Jacobs was contracted to deliver medications to hospice patients. Officers picked up the rest of his route and made sure the medications made it to the right people. Jacobs was booked into the Tulsa County Jail for: - Endangering Others While Eluding a Police Officer - Obstruction - Resisting This is an arrest, not a conviction.

CAR BURGLAR CAUGHT IN THE ACT - Detectives catch suspect mid-break-in Earlier this month, Burglary Detectives started investigating a string of car break-ins at city parks. Victims reported their cars being broken into at Manion, Whiteside, and Langenheim. Shortly after the break-ins, victims’ stolen credit cards began racking up charges at local convenience stores. Detectives identified the suspect as 56-year-old Keith Overstreet — a known offender when it comes to car burglaries. Overstreet has previously been arrested and convicted in burglary/stolen credit card cases, and is the suspect in recent incidents dating back to July. Our Burglary Detectives started doing some super secret sleuth work and put in the hours to locate and apprehend Overstreet. Yesterday around 4:15 p.m., Detectives went to Whiteside Park and saw Overstreet arrive and park next to an unoccupied car with multiple cards in the cup holder. He opened the car door, took the cards, and drove off. Officers followed Overstreet and initiated a traffic stop. He was taken into custody without incident. Overstreet denied being at the park or breaking into any vehicles. He was arrested and booked into the Tulsa County Jail for five counts of Third-Degree Burglary and four counts of Unauthorized Use of a Credit Card. This is an arrest, not a conviction.
